SUMMARY:

This position is responsible to ensure guidance of the implementation of state and federal regulations within the district and assistance to the Director of Student Services in the development of Special Education programming policies and practices; based on legal mandates compliance issues and regulatory requirements. Ongoing direct support will include: Principals administration district and special education staff and parents as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Ensure the compliance standards are implemented and monitored by providing oversight and technical assistance based on Federal and State Regulations and mandates including ESSA IDEA etc.
  • Remain current in the following areas: regulatory updates evaluation/research instructional resource Common Core Standards and best practices.
  • Coordination of ESE Program Quality Assurance activities including MidCycle Coordinated Program Review BSEA and PQA complaints; to include investigations when necessary to complete mandatory comprehensive written reports.
  • Coordinate regulatory meetings such as but not limited to Mediations/Resolutions and attend other types of meeting as needed in the Team process.
  • Superivises and evaluates positions such as but not limited to School Psychologists OT COTA PT PTA Speech and Language Pathologists BCBA and Administrative Assistants.
  • Coordinate and supervise preschool programs and specialized programs completing appropriate indicators for state and federal requirements. Work collaboratively with outside consultants to assess curriculum and evidence based practices.
  • Plan develop and assist with professional development for all staff and parents in conjunction with Director and Coordinators of Special Education as needed throughout the year including department work.
  • Analyze develop hire supervise and evaluate the extended school year services to meet the needs of students in the district.
  • Analyze student needs/caseload for specialized programs and preschool
  • Guides IEP Teams in the determination of eligibility for special education by the identification of what a student will need in the area(s) of specialized services in preschool and specialized programs as required by state and federal guidelines.
  • Facilitate data to monitor outcomes for students with disabilities in the following areas: AYP MCAS and MCAS Alternative Assessments as well as district assessment. Coordinate manage and chair Teams for Out of District students and monitor out of district placements to insure least restrictive placement options by developing quality indistrict programs.
  • Represent the Office of Student Services and Director at various meetings and conferences
  • Collaborate with Parents Principals School based/Central Administrators Department Heads and Human Services Agencies to ensure quality services for students with disabilities.
  • Work closely with Human Resources and building principals in recruiting and hiring highly qualified Special Education staff.
  • Collaborate with the IT staff on all aspects of technology and Special Education including IEP program.
  • Responsible for providing equal educational and employment opportunity to all individuals regardless of race color gender age marital status gender identity religion national origin sexual orientation homelessness or disability.
  • Performance of all other jobrelated duties as assigned.

Required Qualifications:

  • Massachusetts DESE license as a Director of Special Education Administrator
  • Masters Degree in an appropriate field such as special education BCBA School psychologist
  • SEI Endorsement
  • Minimum of three years experience in Special Education
  • Special Education background and/or related licensure and experience preferred
  • Knowledge of state and federal laws and requirements for Special Education and other Student Services
  • Experience with social emotional behavioral disabilities and/or programs
  • Successful completion of Criminal Records Check (CORI) and fingerprints

Preferred Qualifications:

Ability to speak Spanish Portuguese preferred and not required

Knowledge and experience in crisis intervention
