Opportunity Awaits Apply Today! Learning & Development Specialist 2 Agency with Choice
The Learning and Development Specialist (LDS) will lead training and workforce development efforts for the Agency with Choice (AwC) model supporting implementation through education resource development and collaboration. This role will design and deliver training to AwC contractors community partners individuals receiving services and internal crossagency teams ensuring an equitycentered approach. This role ensures a welltrained workforce capable of supporting individuals in exercising choice independence and autonomy over their services.
The LDS will conduct needs assessments to align training with Federal Medicaid policy OHA Medicaid policies HCBS regulations and workforce goals. They will create and maintain educational materials process guides and online resources while fostering peer and teambased learning. This role will also support systemwide change management by developing strategies to integrate AwC alongside existing inhome care models aligning policy implementation and practice.
This position will support individuals transitioning from the Personal Care Attendant (PCA) program to the AwC model ensuring understanding of service management documentation standards and compliance. The LDS will collaborate with OHA ODHS APD Comagine Health (Independent Qualified Agent IQA) and Medicaids quality assurance team to enhance training integrate IQAidentified needs and support workforce equity and engagement. The LDS will embed inclusive learning strategies and fostering a culture of continuous improvement in professional development and workforce sustainability through education strategies that support longterm recruitment retention and growth.
This position will factor in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color immigrant groups the disability and neurodivergent communities veterans older adults individuals identifying as LGBTQIA and other communities that have been traditionally marginalized.

What We Are Looking For
Minimum Qualifications: These qualifications must be visible in your application for consideration.
Five years of work experience designing planning and implementing adult education courses or applying webbased technologies in a blended learning environment;
OR
Five years of work experience designing planning and implementing organizational development strategies.
A bachelors degree in Education Organizational Psychology Business or Public Administration Training and Development Human Resources Organizational Behavior or related field may substitute for three years of the work experience stated above.
