Job Duties

VDOTs Staunton District Edinburg Residency is seeking a highly qualified Maintenance Operations Manager (MOM) to assist VDOT leadership in the coordination integration and management of resources allocated to the maintenance program. Specifically you will:

Plan and direct maintenance operations.

Develop and manage workforce development maintenance schedules longrange strategic plans organizational initiatives and budgets.

Coordinate and direct emergency operations to include inclement weather and disaster response.

Effectively manage equipment resources and business activities.

Oversee yearly resurfacing for the residency primary and secondary routes.

Effectively manage resources to support the Districts Dashboard targets.

Ensure all employees are properly trained to enact emergency response duties.

Oversee training coordination and implementation of emergency action plans.

Ensure financial resources are planned and expended to fulfill needs within budgetary limits policies procedures and deadlines.

Manage maintenance staff to ensure work activities are productive and effective. Monitor schedules guidelines budgets policies and procedures to deliver satisfactory services and work product in compliance with environmental regulations.

Ensure timely submittal of documents to Environmental and Hydraulic sections as prescribed for maintenance operations requiring permits and/or having environmental impacts.

**This position may report to the Edinburg Residency Office or the Winchester Business Office.**

Minimum Qualifications

Ability to plan and coordinate resources manage multiple projects and schedules; assess training needs and provide workforce development opportunities.
Considerable knowledge of federal and state highway and transportation rules regulations and policies.
Valid drivers license.
Ability to effectively communicate orally and in writing with the general public property owners contractors and VDOT staff.
Skill in the use of computers and software applications.
Considerable knowledge of inventory management.
Ability to supervise and manage diverse staff by analyzing needs identifying solutions and implementing recommendations to support organizational values and goals.
Considerable knowledge of roadway constructions and maintenance operations equipment materials and techniques.
Ability to understand apply and advocate for safety standards and procedures for implementation into the workforce.

Additional Considerations

Progressively responsible experience in budget management and allocations
Progressively responsible experience in the management and supervision of roadway maintenance or construction activities.
A combination of training experience or education in Engineering Public Administration or related field desired.
DEQ: Inspector for Erosion Sediment Control (ESC IN).
Experience developing and promoting effective workforce teams that demonstrate VDOTs core competency model.
Experience or skill in the use of automated financial software; advanced skilled in computers a plus.
