The Manager Community Benefits leads and manages the Metrolinx Community Benefits & Supports Program which ensures that transit infrastructure investment projects address a broad range of local community needs and provide benefits such as employment training and apprenticeship opportunities encourages use of local suppliers and social procurement opportunities.
What will I be doing
- Manages the implementation of strategies to guide and support the Community Benefits program.
- Supports the procurement process as a subject matter experts in Community Benefits & Supports for capital projects.
- Ensures that all activities partnership arrangements and other resources work within the Community Benefits & Supports Program principles of inclusiveness accessibility transparency and collaboration.
- Acts as a key resource in providing strategic advice and expertise to internal stakeholders and external delivery partners regarding the social and economic benefits arising from infrastructure projects that are intended to improve the wellbeing of a community affected by the project.
- Leads research and environmental scans to explore and gain insight into community benefits program innovations and best practices in other jurisdictions at the local provincial national and international levels.
- Leads the preparation of and delivery of briefings communications reports and messaging to effectively publicize the impact and achievements of the program to the organization and leadership.
- Facilitates the resolution of implementation issues with contractors internal stakeholders and the community related to the Community Benefits & Supports Program.
- Develops coordinates and facilitates the Metrolinx Community Benefits & Supports Program Advisory Group meetings and attends stakeholder working groups on behalf of Metrolinx.
- Collaborates with colleagues to support the development and execution of communication and engagement tactics program marketing plans campaigns and special projects that raise awareness and build support of opportunities for residents and businesses in communities where Metrolinx projects are being built.
- Actively promotes the Community Benefits & Supports Program by facilitating connections of ideas and people through strong working relationships with provincial and municipal government departments and agencies in the workforce training sector to identify and coordinate training and apprenticeship opportunities.
- Builds awareness of the program by enabling contractor and community stakeholder collaboration through the organization of events that promote the local supplier and social procurement opportunities in alignment with Project Agreements.
- Builds relationships with community partners community groups and stakeholders to promote and maintain the communitys awareness of the program to identify initiatives communicate progress toward goals and address any concerns/complaints as they arise.
- Provides leadership coaching performance management and motivation to employees in their work processes and performance and ensures they are equipped with the necessary tools and information to enable their full engagement.
- Monitors the achievement of performance objectives developing and implementing action plans to address gaps in performance.
What Skills and Qualifications Do I Need
- Completion of a degree in Community Development Social Studies Communications Public Relations Business Administration or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated progressive experience in any of the following: Community economic development and related employment training and/or apprenticeship programs; Community Engagement and/or stakeholder relations; Project management; Public Policy.
- Understanding of the Metrolinx Community Benefits & Supports Program and its framework in relation to Metrolinx capital projects
- Political acuity and diplomacy to build strong relationships with a diverse array of stakeholders from the community equity deserving groups nonprofit labour government and private sectors.
- Strategic planning and project management to manage complex projects in a collaborative environment and handle multiple and changing priorities with competing deadlines.
- Analytical and problemsolving skills to continually assess the programs effectiveness and design and implement strategies accordingly; to create program performance measurement opportunities to assess effectiveness awareness understanding buyin and support.
- Facilitation techniques to partner with contractors and community groups to define issues and find solutions and reach consensus through collaborative means.
- Research methodologies to lead research and environmental scans that identify community benefits program innovations and best practices in other jurisdictions.
- Proficiency in MS Office (e.g. Outlook Word Excel PowerPoint etc.) and project management tools to monitor and track program performance; to conduct analysis draft/edit reports briefing materials and presentations.
- Interpersonal and oral/written/presentation skills to write/edit and produce communications and briefing material reports and presentations; to liaise effectively with both contractors and community stakeholders.
