The Central Office Traffic Operations Division has an exciting opportunity for a driven and dedicated team player to serve as the Count Station Contract Administrator. The next Count Station Contract Administrator will administer and manage contracts associated with the permanent continuous traffic count stations (CCS). Ensure CCS and related contracts collect quality traffic data in sufficient quantity to meet VDOTs planning needs and Virginias Federal traffic reporting requirements. Provide contract oversight and ensure contractor(s) maintain the operation of the various CCS to collect vehicle volume vehicle classification vehicle speed and vehicle weigh data. Additional duties and responsibilities will include but are not limited to:
Reporting and Communicating with Internal and External Stakeholders: Produce reports to inform the Program Manager concerning contract deliverables and outcomes. Communicate via written and oral methods using construction drawings technical specifications data spreadsheets etc. to contractors VDOT District personnel and other stakeholders. Coordinate tasked construction activities and communicate expectations via office and in the field meetings. Assist with development of new contract documents. Review and comment on technical drawings and specifications.
Perform Contract Administration: Monitor automated data collection and data transfer. Review monthly data and task order invoices based on contractual documents specifications and performance. Approve and recommend payment for accepted work based on contract requirements. Read and interpret construction drawings and associated specifications as part of a Task Order. Coordinate and follow up on underground utility locate requests submitted by excavation contractors. Stay informed on various types of inroad and nonintrusive sensors. Make informed decisions on sensor repairs that are needed. Identify site specific data collection method adjustments though a combination of field inspection data traffic pattern and data analysis. Develop and maintain an approved materials list in accordance with contract specifications. Review inspection results and contractor work effort and make recommendations to improve construction processes and procedures. Determine when appropriate to issue service calls based upon atypical data or other needs. Perform quality control checks on traffic data. Provide quality assurance reviews performed by staff.
Manage Data Production and Analysis: Administer the contract related to traffic data quality and quantity minimums. Use the traffic data quality and quantity reviews to explore data anomalies and the generation of same: sensors degradation adverse weather traffic crashes etc. Transmit service calls to the contractor as determined by known issues and accepted QC/QA data review techniques. Perform basic calculations associated with Annual Average Daily Traffic (AADT) and Vehicle Miles Traveled (VMT).
Manage Permanent Continuous Count Stations: Manage the design construction maintenance repair and acceptance of the permanent continuous count stations. Use available data to diagnose and approve appropriate Task Orders to repair and maintain proper operation of stations. Ensure new stations are built in accordance with contract specifications. Oversee Quality Control/Quality Assurance programs related to station repair maintenance and construction. Use technical expertise to recommend new count locations when necessary. Visit the field periodically to observe the contractors work and perform quality assurance. Understand and communicate expectations of safe construction practices related to the installation of sensors buried conduit installation pole erection and cabinet installation etc. Ensure contractor provides basic soil erosion and sediment control measures when needed. Utilize the VDOT CEDAR application and process for proposed sites. Understand and communicate expectations related to temporary Work Zone procedures and practices that allow motorists to safely traverse work zones related to contract work. Consultant Field Representative to perform needed preinspections and postinspections of the site. Provide occasional afterhours support to contractor field staff.

Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
