BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Analysis Planning & Performance (APP) is a Division in the Programme Operations Department incorporating VAM research analysis budget management reporting and monitoring to support policy and strategic development. These critical services provide the foundation for effective programme implementation from targeting vulnerable locations identifying trends in poverty and food insecurity assessing the performance and impact of food assistance to enabling midcourse adjustments through data monitoring.
The mission of APP is: To provide credible relevant and timely evidence for strategic and operational decisionmaking resource mobilization and accountability to beneficiaries.
Within APP the Programme Monitoring & Reporting service provides guidance and supports the field in planning collecting measuring and analysing programme performance to inform decisionmaking maintain operational focus on results and generate data for process output outcome/impact analysis and evaluations.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the guidance of the Head of Monitoring Frameworks Methods & Standards Unit (APPMM) the monitoring consultant will lead efforts to support the uptake of the Normative Measurement Framework support data systems and analysis and provide field support for data generation analysis and use. She/he will contribute to all APPMM workstreams. The expected tasks under each workstreams include but are not limited to as follows:
Measurement Framework & Methods
Support the update of the measurement framework and methods including:
Support the update of WFPs Indicator Compendium and respective indicator methodologies;
Support the inclusion of new indicators in Country Strategic Plan logframes;
Contribute to the revisions of field & corporate WFP monitoring guidelines;
Manage consultations between APPMM APP and Programme Policy & Guidance (PPG) teams to review indicators methodologies monitoring findings and discuss recommendations; and
Support to WFP Regional Bureaux (RBx) and Country Offices (COs) in the uptake and implementation of monitoring guidance and measurement requirements;
Data Systems & Analysis
Support the efforts to standardize and maintain COlevel monitoring systems and tools for data capturing processing and analysis. More specifically she/he will
Support roll out and adoption of APP tools aiming to improve data collection management analysis and visualization;
Undertake relevant analysis of global output outcome and process monitoring data and support the development of global monitoring data visualization templates and tools; and
Carry out knowledge management of monitoring products and ensure sharing within relevant networks
Field Support & Implementation
Support RBx and COs in adapting new measurements and implementing new monitoring tools across the evidence value chain. This includes:
Support Country Strategic Plan (CSP) design processes through ensuring uptake and implementation of corporate frameworks and methods (e.g. Line of Sight CRF);
Ensuring understanding and use of key corporate guidance and tools through;(e.g. the Evidence Planning and Budgeting tool to budget for CSPs);
Update of how to guides/tutorials; and
Preparation and facilitation of regular online and facetoface monitoring trainings and Q&A sessions.
Crosscutting
All work streams may entail support to RBx and COs by conducting field missions to support RBx/COs to strengthen the monitoring function and/or by building capacity of field staff in applying corporate guidance and methodologies.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
Indicator methodologies are updated and included in the WFP Indicator Compendium;
New indicators are included in CSP logframes;
Indicator modules are integrated in the Survey Designer;
Report and presentation analyzing global monitoring/food security results leveraging process output; outcome and food security data are finalized and shared;
Data visualization templates and tools are developed and disseminated
Knowledge management repository of all relevant APPMM monitoring products;
Updated and qualityassured CO data for the EPB tool
Field missions to support RBx/COs to strengthen the monitoring function.
Education:
Advanced University degree in social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of seven years of relevant professional work experience including in monitoring and guidance/policy development;
Proven knowledge abilities and skills in the areas of Monitoring and Evaluation including experience in RBM principles and practices as well as preparing logframes and defining indicators;
Practical knowledge on how monitoring data and in particular output data is collected compiled analysed and presented for management decisions programme adjustment and donor reporting;
Experience using a variety of quantitative and qualitative analytical tools and methods;
Experience using data analysis and visualisation tools (e.g. STATA SPSS and/or R; Tableau).
Knowledge & Skills:
Previous experience in humanitarian or development context.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
