The salary for this position is: $7907 to $10542 monthly.

The Thurston County Commissioners Office is seeking a highly qualified and motivated candidate for the position of Senior Budget Analyst COVID19 Project. The primary focus of this position is supporting Thurston Countys response to the COVID19 pandemic funds. The successful candidate in this position will be responsible for COVID19 funds including coordinating the management of the funds identifying all potential funding the county is eligible to receive recommending spending strategies and budgets to the board and county managers shepherd grant application and receipt processes monitor spending track and forecast revenue and present a comprehensive overview of the receipt and use of funds to the Board of County Commissioners.

Please note: This is a temporary project position with a current end date of April 30 2027.

Essential functions may include but are not limited to the following:

  • Plans coordinates and manages the preparation and publication of the countywide budget. Participates in the presentation of County budgets and midyear budget reports to the Board of County Commissioners. Responds to questions regarding the information requested. Provides guidance and serves as a resource to county offices and departments on a wide variety of financial concerns and issues including capital and operating budgeting plans and financing alternatives. Manages the development of reviews and approves budget forms and revisions of budget related documents. Reviews reports and statements developed by offices/departments for adherence to budget and legal requirements.
  • Develops policies and procedures strategic plans work programs long term budget analysis and other programs as assigned. May prepare the financial sections of the Capital Facilities Plan Conducts analysis interpretation of and recommendations on revenue and expenditure data and trends funding needs and staffing levels; coordinates with offices and departments to collect data prepare reports and gather information relative to the Boards program and budget review needs. Implements improvements in the accounting systems used by the department to ensure transactions are properly controlled and management information requirements are met. Provides financial analysis for activities and projects.
  • Develops analyzes modifies and updates manual and computerized financial models and programs; develops cash flow and fiscal impact models. Analyzes expenditure and cost data to identify problems and achieve better economy in operations. Identifies and alerts the Budget and Fiscal Manager to major issues activities and potential problem areas.
  • Oversees the preparation of special statistical cost and financial reporting; develops analyzes evaluates and reports on cash flows fiscal impacts and deferred revenue and other fund reserve designations. Provides financial research and analysis services determines and applies research methods and analyzes and interprets cost accounting and financial data. Analyzes and interprets data and information that might affect administration and management and develops findings conclusions and recommendations and prepares internal reports as necessary. Serves as an advisor to the Board on information related to budgetary questions and issues.
  • Participates in the interdepartmental budget team and assigned staff in the development of the annual work plan goals and objectives. Reviews analyzes and coordinates the implementation of policies and procedures with offices/departments as necessary. Performs financial functions on behalf of the Office of the Board of County Commissioners and monitors funds that Commissioners directly administer.

The position is housed in the Thurston County budget office in Olympia WA and work will be performed primarily onsite. Occasional teleworking may be available as needed.
