Program Overview:

The Advanced Research Projects Agency for Health (ARPAH) is a research funding agency that supports transformative biomedical and health breakthroughs to provide health solutions for all.

Role description:

As an ARPAH (Advanced Research Projects Agency for Health) Advanced Cloud Architect for the Strategic Technical ARPAH Talent Support (STATS) Program at Noblis youwill be part of our Health Solutions account team where you will leverage your science and/or engineering expertise in computer science or related scientific field for Task Order research and development (R&D) programs throughout their lifecycle directly supporting Federal PM and the ARPAH leaders to deliver transformative sustainable and equitable health solutions for the Nation.

You will be responsible for designing implementing and managing cloudbased infrastructure and services to enable organizations to leverage the benefits of cloud computing. They utilize their expertise in cloud platforms infrastructure as code automation and scalability to architect resilient secure and costeffective solutions that meet business requirements. Typical responsibilities include designing cloud architectures selecting appropriate cloud services and providers and implementing cloud infrastructure using tools such as Infrastructure as Code (IaC) frameworks and configuration management tools.

Responsibilities and Duties include:

• The Advanced Cloud Architect will plan and develop R&D projects concerned with unique or controversial problems which have an important effect on major programs.

• Evaluating the feasibility of technical approaches to problems.

• Reviewing health researchrelated technical reports

• Developing and evaluating scientific capability development strategies.

• Monitoring R&D projects and technical performance against goals.

• Developing test and evaluation methodologies.

• Assessing the efficacy safety cost lifecycle costs of proposed or realized scientific solutions.

• Developing scientific program status reports PowerPoint briefings and readahead materials.

• Developing monitoring and maintaining a central repository of R&D efforts.

• Organizing coordinating and participating in meetings discussions and seminars on ARPAHrelated topics

• Communicating scientific findings to technical and nontechnical audiences as needed

• Providing support to Portfolio and Program Managers in their continued engagement with ARPAH customers.

• Performing routine tasks including but not limited to scheduling writing internal memos maintaining and updating Program Management records filing intranet website maintenance preparing and reviewing presentations records maintenance and coordinating daily operations of the assigned program.

• Assisting with planning technology transitions to the respective operational customer.

• Supporting the identification assessment evaluation and testing of existing and emerging healthcare technologies systems and capabilities including coordination with related government academic and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

• Provide expertise and advice regarding AI/ML.

• Proactively identify risk areas highlighting impact to mission and proactively developing solutions.

• Capture meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.

• Manage and respond to programaligned data calls compiling information and preparing information for reporting to senior leadership.

• Provide Noblisinternal leadership including:

• Possible line management responsibilities.

• Providing professional development and mentorship for teammates.

• Development of new Business Development (BD) opportunities and related capture management in close collaboration with Noblis BD team.

Role Description:Noblis is seeking a detailoriented and experienced Advanced Cloud Architect (ITDI) to join our team at ARPAH (Advanced Research Projects Agency for Health).As an ARPAH Advanced Cloud Architect (ITDI) Noblis is looking for the following required qualifications:

• Masters degree in engineering or related scientific field is .
• A minimum of 10 years past work experience in a scientific or engineering role such as a Scientist or Engineering SME
• Demonstrated experience developing and refining the agencys cloud strategy in alignment with the mission.
• Selecting appropriate cloud service models (IaaS PaaS SaaS) and providers considering factors like scalability security and costefficiency.
• Architecture Design: Design cloudbased architectures that are scalable resilient and secure.

The following are desired qualifications:

• Experience supporting a governmental research and development organization such as DARPA

• Experience with the Microsoft 365 platform including the transition to a new tenant.

• Experience in developing and managing cloud strategies aligned with organizational goals.

• Experience in designing scalable resilient and secure cloudbased architectures using cloudnative technologies.

• Experience in progressively more difficult levels in planning and developing R&D projects of a research and development nature concerned with unique or controversial problems which have an important effect on major programs.

• Demonstrated skill in conceiving planning and conducting research in problem areas of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques.

• Experience with having successfully demonstrated the ability to independently conduct the appropriate analysis to offer recommendations solution and alternatives to resolve R&D issues concerns problems or methods in areas related to ARPA program offices.

• Demonstrated experience in the use of advanced techniques theories precepts and practices in the field/disciplines to which he/she is providing expertise.

• Published articles in the Field of Expertise is highly desirable.

• Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is .

• Demonstrated creativity foresight initiative and mature judgment in anticipating and solving unprecedented problems.

• Excellent communication collaboration and presentation skills. Proven resultsoriented problemsolving abilities. Experience with presentation graphics and/or spreadsheet tools.

• Experience providing guidance feedback and consulting services to federal program managers.

• Ability to work in a dynamic teamoriented environment demonstrate teamwork and initiative and function productively in the face of new assignments and the reprioritization of existing assignments.

• Experience from existing Advanced Research Projects Agencies (e.g. IARPA DARPA HSARPA ARPAE) is strongly desired.

• Experience supporting federal agency program managers and leaders is preferred.

• Ability to work on multiple projects which includes prioritizing tracking attention to detail followup and followthrough to project completion.

• Proven resultsoriented problemsolving abilities.

• Ability to work in a dynamic teamoriented environment demonstrate teamwork and initiative and function productively in the face of new assignments and the reprioritization of existing assignments.

• Experience preparing and reports schedules and status inputs

Compensation at Noblis is determined by various factors including but not limited to the combination of education certifications knowledge skills competencies and experience internal and external equity location clearance level as well as contractspecific affordability organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or oncall staff compensation is proportionately adjusted based on hours worked. While monetary compensation is important its just one component of Noblis total compensation package.
