Under limited State Level supervision of the State Independent Living Program Director theIndependentLivingSpecialistplans manages and evaluates regional Independent Living Program (ILP) to identify and coordinate resources to assist youths between the ages of 14 to 25 in achieving the transitional goals of their Written Transitional Living Plan (WTLP) in the assigned Region. Provides highly skilled consultation guidance and interventions to field staff in DFCS Child Protection programs. Provides expert assistance in the interpretation and application of ILP policies and procedures. Assesses county staff in understanding and implementation of ILP policy and provides training on areas as needed. Collects and analyzes data related to regional ILP performance to ensure quality service compliance with guidelines to ensure accountable results. Administrates fiscal management functions for all service areas in the Independent Living Program.

Job Description

Pay Grade: I

Under general supervision plans manages and evaluates social services programs. Administers and coordinates the services and program activities in dependency mental illness youth development or physical or developmental disability programs.

Job Responsibilities:

  • Serves as the Independent Living Specialist for the Independent Living Program in the assigned region.
    1. Identify youth 14 or older who have been in foster care for 6 months (ILP eligible youths) in coordination with DFCS Field Program Specialist Master Practitioner Permanency Expediter County Director and/or social services staff.
    2. Provide consultation and monitor the development of the youths (1421) Individualized Written Transitional Living Plan to ensure all identified individualized transitional needs are addressed (as evidenced by the strengths and needs identified in the CLSA).
    3. Monitors to ensure that services are in place to address the health educational employment housing support supportive relationships and life skills needs identified on the youths (1421 in foster care) Individualized Written Transitional Living Plans in the assigned Region.
    4. Participate in Regional and Statewide Independent Living Program events.
    5. Ensure youth are served and surveyed in accordance with the National Youth in Transition Database (NYTD).
    6. Ensure effective coordination of transitional meeting for youth aging out in accordance with federal and state program priorities and goals.
    7. Assist and communicate regularly with staff on youths progress toward achieving the WTLP goals and steps; provide specific recommendations when defined goals and/or results are not met and it relates to Chafee Foster Care Independence Act NYTD Fostering Connection Act and the overall wellbeing needs of youth transitioning into adulthood.
  • Provides expert assistance in the interpretation and application of policies and procedures.
    • Provide highly skilled consultation guidance and interventions to field staff in DFCS.
    • Provide expert assistance in the interpretation and application of ILP policies and procedures.
    • Advise staff of changes in policy and provides clarification as appropriate.
    • Advise staff on all matters affected by applicable laws and regulations of departmental actions and processes.
  • Administers fiscal management functions for all service areas in the Independent Living Program. Advises counties on areas of contracts and resources as needed.
    • Maintain knowledge of ILP fiscal policy.
    • Execute and monitor ILP vendor contracts (if applicable).
    • Provide interpretation of allowable expenses to fiscal county staff foster parents providers and eligible youths as needed.
    • Maintain itemized records of all service expenses authorizations by program numbers in order to determine the current account balances and avoid creating suspended MIERs.
    • Maintain current balance documentation for each program and requests additional funds as needed according to policy.
    • Follow established state fiscal policies and local bookkeeping procedures to process payment of all approved ILP invoices.
    • Complete Quarterly Financial and Annual Reports using the approved program spreadsheet and following program guidelines and deadlines.
    • Prepare budget requests and contracts in accordance with established formats.
    • Authorize monitor and report ILP expenditures of federal state and in accordance with program priorities and goals.
    • Process service authorizations in SHINES as outlined in the WTLP and per ILP policy.
  • Collects and analyzes data related to counties to ensure the quality of services to ILP eligible youths and assess whether youth services needs are met in compliance with program guidelines.
    1. Gather pertinent information from SHINES and other data sources such as youths assessments written transitional living plans and case records data reports to ensure compliance with the program guidelines and share with the assigned Region.
    2. Review selected case records in accordance with established procedures.
    3. Thoroughly analyze all information in accordance with appropriate guidelines.
    4. Discuss and analyze specific issues related to ILP needs of eligible youths with county staff.
    5. Maintain database of all aftercare youth to ensure notification of workshops and activities as scheduled.
  • Maintains and applies a high level of expertise and knowledge in assigned area.
    1. Attend seminars and professional meetings on a regular basis to broaden knowledge in area of responsibility.
    2. Attend in service training or offsite courses when scheduled and available.
    3. Study available printed and electronic literature to maintain an awareness of the most current resources best practices and analytical procedures available.
    4. Perform research in the areas of expertise as needed.

This position serves counties of Banks Dawson Forsyth Franklin Habersham Hall Hart Lumpkin Rabun Stephen Towns Union and White

Minimum Qualifications

  • Bachelors degree in a related field from an accredited college or university and two (2) years of jobrelated experience;

OR

  • Two (2) years of experience at the lower level Social Svcs Prgm Coord 1 (SSP030) or position equivalent.
Note: Some positions require eligibility for licensure.

Preferred Skills/Qualifications:
Preference will be given to candidates who in addition to meeting the minimum qualifications demonstrate some or all the following education/skills/experience:
  • Five (5) Years of Experience working with adolescents.
  • Ability to encourage inspire and support professionals to meet outcomes.
  • Ability to build rapport and establish partnerships with internal and external leadership and other stakeholders.
  • Proficient in Microsoft Excel and Microsoft PowerPoint.
  • Comfortable with public speaking/engagement.
  • Proficiency in the development and writing of reports and statistics.
