STRATEGIC FUNCTION
  • The Mental Health Coordinator is responsible for providing early childhood mental health consultation support to Program staff children and families. The Mental Health Coordinator will provide a broad range of services including early childhood mental health consultation in classrooms and home visits; training and coaching staff; screening assessment and referral services; development recruitment for and implementation of group services; and providing parent trainings. Additionally ensures that all related Head Start Performances Standards and Agency policies and procedures are properly implemented and maintained.

DUTIES/RESPONSIBILITIES

  • General Classroom/Personal Visit Observations Consultation & Coaching
    1. Visit each location (center or home visiting office) at least once per month.
      1. Provide child development information related to socialemotional development and mental health.
      2. Provide guidance to staff on administering and interpreting socialemotional screening and assessment tools and findings
      3. Provide guidance and model developmentally appropriate activities for children and effective ways to work with and support young children.
      4. Provide written and oral observations and strengthsbased feedback to staff on an annual basis.
      5. Meet with teams to review observations and develop and implement plans as needed.
  • Programmatic Consultation
    1. Participate in staff meetings and Management meetings as requested.
    2. Participate in the development and implementation of mental health program and policies and procedures.
    3. Coordinates supports for adult mental health and wellbeing including engaging in nurturing and responsive relationships with families engaging families in home visiting services and promoting staff health and wellness.
    4. Facilitates multidisciplinary coordination and collaboration between Mental Health and other relevant program services including education disability family engagement and health services.
  • Ensures that services to children and their families with mental health concerns are well coordinated with community partners.
  • Staff Training
    1. Provide staff trainings related to socialemotional and mental health issues at least twice per year.
    2. Provide training and support to all staff in the consistent implementation of policies and procedures.
  • Parent Training
    1. Recruit participants for at least one parent training per year.
    2. Coordinate and facilitate parent training.
    3. Ensures that parents receive opportunity for mental health education on issues that place families at risk and other appropriate intervention including opportunities to participate in counseling programs.
  • Individualized Child and Family Centered Observations & Consultation
    1. Conduct observations and assessments of individual children as assigned or referred for consultation.
    2. Meet with families to consult on child and family needs and create or followup on plans to support these needs.
  • Individual Child Screening Assessment & Referral
    1. Conduct standardized developmental behavioral and/or socialemotional screens and assessments for individual children as assigned or referred for consultation.
    2. In collaboration with staff provide child and family referral and followup to community services.
  • Home Visiting
    1. Conduct home visits to support the mental health needs of families and children.
    2. Provide guidance and model developmentally appropriate activities for children and effective ways to work with and support young children.
    3. Recruit participants for and conduct at least one parent group session per year.
  • Other
    1. Participate in regular supervision with Program Director.
    2. Contribute to federal state and local reporting requirements.
    3. Any other duties as assigned by the program director to support the overall success of the Mental Health Program.
SUPERVISION
The Mental Health Coordinator will report to the Head Start Program Director who will assign and oversee the work of the MHC. Supervision meetings will occur on a monthly basis. Performance evaluations will be conducted at 90 days and 12 months posthire and annually thereafter.
The MHC will work in collaboration with the Disabilities Coordinator to respond to all referrals and provide the most appropriate support to children staff and parents.
KNOWLEDGE
  • Demonstrated understanding of infant and early childhood mental health.
  • Demonstrated understanding of differences in mental health services and concepts across cultures.
  • Demonstrated knowledge of child mental health services system.
  • Demonstrated experience with clinical documentation.
  • Experience formulating and writing assessments and support plans preferably for young children.
  • Experience with evidencebased practices and curricula to promote early childhood mental health is desirable e.g. Parents as Teachers.
  • Conducts onsite visits for the purposes of observation and staff support.
  • Maintains good attendance and punctuality and must notify supervisor in advance of any
absences or tardiness.
  • In addition to other duties anyone working in a center has the primary responsibility for the health and safety of the children.
  • Required to report suspected child abuse to the appropriate agency within 48 hours after the abuse is first suspected. Appropriate agency is defined as follows by the Texas Family Code:
  1. any local or state law enforcement agency;
  2. the department if the alleged or suspected abuse involves a person responsible for the care custody or welfare of a child;
  3. the state agency that operates licenses certifies or registers the facility in which the alleged abuse or neglect occurred;
  4. the agency designated by the court to be responsible for the protection of children.
  • Coordinates with other Content Area Coordinators.
  • Arrives on time and works designated hours (unless otherwise specified by immediate
supervisor).
  • Flexibility with work schedule and location as needed based on program needs.
The Mental Health Coordinator will supervisor Behavior Support Specialist:
  • Assign Behavior Support Specialist to specific classrooms & sites based on the program needs.
  • Create and Implement Behavior Support plans with center staff and BSS.
  • Implement a system of continuous monitoring supervision training and ongoing evaluations of mental health staff.
SKILLS
  • Build and maintain strong collaborative relationships with service providers and families.
  • Partner with providers as a member of a diverse team.
  • Lead and facilitate provider training and/or parent education groups.
  • Conduct standardized screens and assessments preferably for young children.
  • Use results of screens and assessments to guide work with families set goals and develop individualized plans.
  • Refer providers and families to appropriate community services.
  • Communicate effectively with diverse groups both verbally and in writing.
  • Organize tasks and manage time effectively.

REQUIREMENT/QUALIFICATIONS
Preferred:
  • Masters degree in Special Education Child Development Early Childhood or a related field.
  • Previous Head Start experience
  • Five years or more experience teaching in early childhood classrooms
  • Five years or more supervisory or management experience.
  • Ability to read write and speak Spanish
  • Knowledgeable of bilingual education theory and strategies for working with children ages 05.
  • Must be a Licensed Master Social Worker
  • Must possess a Clinical License
Required:
  1. Bachelors or Masters degree in Early Childhood Education or related field with course work or certification in Special Education Child Development or Related Field.
OR
2. Bachelors or Masters degree in Early Childhood Education Special Education Child Development or a related field with course work or certification Special Education.
Two years experience working with children and/or families
Three years experience teaching children seven years or younger of which at least one year is with children 05 and two years of supervisory or mentoring experience.
OR
Two years of teaching 05yearold children with five years of supervisory or management experience.
3. Must be a Licensed Baccalaureate Social Worker
Physical Requirements:
  • Be able to lift 25 30 lbs.
  • Be able to walk squat/kneel sit on the floor see hear and speak with children to ensure childrens health and safety.
Other Requirements:
  • At least 21 years old.
  • Documentation of Tuberculin Free Condition.
  • Valid Texas Drivers License Class C
  • Daily access to transportation.
  • Vehicle insurance (personal injury and liability).
  • Word processing and data management skills.
  • Initial Health Exam required for all Head Start staff at the employees expense
  • Initial and annual TB screening is required for all Head Start staff at the agencys expense.
  • Criminal Background Check required for all Head Start staff at the agencys expense.
  • Fingerprinting required for all Head Start staff at the employees expense.
