GAMING LICENSING SPECIALIST
Essential Functions
- Reviews and analyzes routine and complex gaming applications.
- Interprets complex fingerprint background responses and criminal information obtained from Illinois State Police (ISP) and Federal Bureau of Investigations (FBI).
- Prepares written reports on applications that warrant further investigation.
- Maintains databases.
- Serves as designated lead worker.
- Reviews various legal documents.
- Provides technical support in person by phone or by email.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to the completion of four years of college with course work in criminal justice prelaw finance public administration or a related field.
- Requires three years of experience as a Gaming Licensing Analyst; or five years of professional criminal investigative experience or licensing investigative experience with a law enforcement or other regulatory agency.
Preferred Qualifications
- Prefers four (4) yearsexperience with Illinois Gaming Board regulatory and law enforcement statutes rules regulations and procedures and applicable local state and federal criminal laws.
- Prefers four (4) yearsexperience using strong computer skills particularly with Microsoft Word Excel Access and Power Point.
- Prefers four (4) yearsexperience with analyzing complex applications and compare information draw conclusions and apply good judgement when interpreting the significance of the information to the licensing process.
- Prefers four (4)yearsexperience interpreting and explaining complex topics to a variety of audiences.
- Prefers four (4) yearsexperience supervising staff.
- Prefers four (4) yearsexperience writing reports.
- Prefers four (4) yearsexperience in customer service or similar duties under complicated rules/laws including enforcing compliance with difficult customers.
Conditions of Employment
- Requires the ability to pass Illinois Gaming Boards background investigation (background check).
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Requires appropriate valid drivers license.
- Requiresproof of current automobile insurance.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board or spouse or immediate family member living with such person shall during State employment hold an ownership interest other than a passive interest in a publicly traded company in any gaming license under the Illinois Gambling Act the Video Gaming Act the Illinois Horse Racing Act of 1975 or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is or whose spouse parent or child is an official of or has a financial interest in or financial relation with any operator engaged in gambling operations within this State or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment an employee shall not have been employed or received compensation or fees for services from a person or entity or its parent or affiliate that has engaged in business with the Board a licensee or a licensee under the Illinois Horse Racing Act of 1975.
