Senior Manager, Safety and Health

The Senior Manager Safety & Health for Vancouver Shipyard is responsible for the management of Safety Advisors & Coordinators as well as the implementation and ongoing maintenance of the safety management system for Seaspans Vancouver Shipyard. The Senior Manager Safety initiates and monitors health & safety management systems process and regulatory compliance which includes but is not limited to: process procedures training work instruction development and oversight with participation in internal and external audits (i.e. LRQA COR etc.).

Note: Due to business needs this position is required to be fully onsite based at 50 Pemberton Avenue North Vancouver.

What youll do

• Acts as an internal resource for divisional/operational Managers with regards to the companys health and safety policies. Monitors and reports levels of compliance to the Director HSE.
• Leverages and implements best practices from industry and works as a team with other business units health & safety managers and associated department personnel while monitoring and continuously improving on key performance indicators of Vancouver Shipyard.
• Implements the safety management system in line with applicable performance standards through coaching and instruction to Managers and Supervisors on their individual obligations and assisting them to integrate these duties into daily activities.
• Updates and maintains the safety management system on an ongoing basis ensuring it remains current and relevant.
• Works in partnership with VSY management to promote a health and safety culture.
• Develops and recommends strategies on the implementation of safety management systems education and training programs accident prevention initiatives industrial hygiene (prevention of exposure) engineering controls first aid provisions emergency response fire safety accident investigations and injury reporting protocols.
• Assists in the development and implementation of the health and safety training program (s).
• Coaches mentors develop and manages Safety Coordinators and Officers.
• Manages the safety team in terms of personal performance expectations goals motivation and team building.
• Establishes actions plans with the Safety Coordinators and conducts quarterly reviews on progress and completion of action items.
• Assists the Director Safety & Environment on all regulatory appeals i.e. WCB Order Administrative Penalties and Prosecutions WCB Assessments or Prosecutions and handles all incident investigations where there is a risk of prosecution.
• Communicates and works with Union leaders on safety policy development and implementation.
• Develops and implements procedures that will ensure consistency during work activities.
• Takes a lead role in risk management hazard assessment; task analysis training in risk control corrective actions and monitoring effectiveness of new and existing control measures.
• Works in close cooperation with the Manager Return to Work Programs to create effective and consistent injury management and return to work programs for occupational related injuries.
• Inspects the worksite and conducts vessel visits spends time talking to and listening to employees. Communicates how initiatives are being received and how effective they are with Managers.
• Ensures that VSY third party safety certifications are maintained for the betterment of a safe and injury free workplace.
• Networks and shares information with various external bodies i.e. local emergency response fire departments local council and WorkSafeBC to ensure good relationships are developed to keep informed of any regulatory.
• Partners with Managers and coaches them on how they can contribute and influence change through their own actions. Apprises Managers of new and forthcoming legislative changes and internal policy changes.
• Oversees accident investigation and develops/implements a root cause analysis system. Collects data develops trends and communicates the common reasons why accidents are occurring in worksite (s).
• Oversees the Safety Corrective Action System and ensures completion of corrective actions that are raised. Links the corrective action system to the accident investigation/root cause analysis process so that Safety Coordinators and Managers can review accident data and trends.
• Maintains the Health and Safety Manual and Masters Standing Orders (Section C) ensuring the information is current relevant and up to date. Develops innovative methods to transfer/communicate information to supervisors and employees.
• Researches and implements specific projects as directed by Director Safety & Environment.
• Additional duties as assigned.

What youll bring

• Completion of a diploma or degree in Occupational Health and Safety.
• Completion of safety certifications/designations (E.g. CRSP CSP ROH CIH etc.).
• 10 plus years experienceimplementing and maintaining safety management systems in a complex multiunion environment preferably in shipbuilding/ship repair heavy manufacturing or marine transportation industries.
• Solid understanding and application of Health and Safety Regulations in BC and Canada including Work Safe BC Regulations and the Workers Compensation Act.
• Ability to successfully implement safety management programs and policies in a multiunion environment.
• Solid understanding of accident causation and prevention.
• Competent at carrying out internal and external audits.
• Knowledge training and experience with safety management systems development auditing and execution of performance standards.(I.e. OHSAS 18001:2007 Health and Safety Management ISO 14001:2004 Environmental Management ISRS Certificate of Recognition Programs).
• Strong MS Office computer skills and experience with excel data bases and associated development.
• Demonstrates the ability to work effectively at all levels of the organization and to collaborate with line managers and staff in order to achieve excellent health and safety standards.
• Strong analytical and problemsolving skills.
• Strong leadership decision making and judgement skills.
• Ability to develop innovative solutions that will impact behaviour and continually draw focus on personal safety as being the top operating priority.

The estimated salary for this position is $156600 $191400. In determining final salary Seaspan considers many factors including the successful Candidates skillset and experience as well as position location and internal equity. The final base salary offer will be at the Companys sole discretion and presented as part of a competitive total compensation package.
