PRIMARY OBJECTIVES OF THE POSITION
Under the broad strategic direction of the CEO this General Managers position provides high level strategic and operational oversight of Health Care Services Independent living and Cultural Safety and Wellbeing operations. This includes clinical practice measurement and monitoring of the client experience establishing and maintaining effective processes for fostering innovation within the incumbents allocated duties.
The position of General Manager is to lead the Health Practice Elders and Homecare and Community Services programs in accordance with Gunditjmaras goals strategies and objectives underpinned by the principles of selfdetermination to improve services that directly improve the health and wellbeing of Aboriginal people in South West Victoria.
The role will oversee the following business units:
Primary Health Care Services
Elders and Homecare Services Independent living
Community Services AOD SEWB and Justice Services
The role of the General Manager is to provide evidence informed models of primary health care to achieve greater client empowerment and breaking cycles of health inequity as aligned with Gunditjmaras strategic plan and development of services. The role is critical to ensuring Gunditjmara reaches its goals in relation to Health Care services and at the same time as meeting professional ethical legal and accreditation standards applicable to primary health care.
DUTIES & RESPONSIBILITIES
Provide management excellence through the achievement of performance indicators set out by the CEO.
As a member of the Management Team participate fully in the collective responsibility of delivering on organisational objectives including through engagement and collaborative effort with employees at all levels in the organisation.
Be a role model for effective and positive leadership which is ethical results driven and future oriented.
Collaborate with other members of the Management Team to promote and achieve organisational cohesion the development of a culture of continuous improvement and the promotion and adherence of organisational values.
Provide advice regular updates and reports to the Executive Management Team including financial and risk management.
Participate in relevant internal and external stakeholder committees as required by the role.
Contribute to the achievement of the Strategic Directions via the creation implementation and monitoring of allocated business plans.
Effectively manage change management processes encouraging innovation diversity and continuous improvement.
Have a highlevel responsibility in creating and maintaining a positive organisational culture.
Establish a community and client services framework across the organisation.
Promote the vision mission and values of Gunditjmara and ensure employees are aware of adhere to and promote the vision values and comply with policies and procedures.
Be a role model for effective and positive leadership which is ethical results driven and future oriented.
Monitor the allocation and direct the resources within the department to ensure the achievement of deliverables articulated within applicable work plans and identified projects whilst maintaining a high level of service for businessasusual activities.
Maintain effective communication with direct reports to ensure advice provided and decisions made are well informed.
Hold direct reports accountable to their responsibilities and results.
Identify develop and deliver strategies that support the sustainability of the organisation to the best position the organisational for future government funding opportunities.
Lead business transformation by the delivery of improvement projects that support the organisation to improve processes productivity innovation and collaboration continuously and measurably.
Ensure the integrity and reporting of the relevant statutory regulatory management obligations and oversee the recommendations made because of external audit processes.
With the support of the Finance Team monitor control and report on accurate financial information including the annual budget revenue expenditure and tenders to meet the needs of external and internal stakeholders such as auditors managers and funding bodies.
In collaboration with the Managers establish outcomes measures for all programs that effectively demonstrated what difference client delivery makes to clients and communities.
Establish key performance indicators and the creation and implementation of processes to monitor and report to these key performance indicators regularly.
In collaboration with the Managers align GACs agenda to the strategic and practice needs of the organisation.
MANAGEMENT SKILLS
This is a supervisory role which requires skills in:
Managing time.
Setting priorities.
Planning and organising their own work and the work of the employees under their control and direction.
Specific and set objectives are to be achieved in the most efficient and costeffective manner within a set timetable with available resources.
Understanding of human resources policies and procedures applicable to the work performed and of the employees being supervised.
Key Selection Criteria
Essential
Minimum Bachelor in a Health discipline or equivalent.
Two (2) years minimum in managing a business unit preferably a medical clinic.
Sound knowledge and understanding of local Aboriginal culture and community.
Demonstrated ability to effectively communicate with Aboriginal groups/individuals.
Demonstrated ability in completing and successfully applying for grants.
Demonstrated success in community and client delivery services.
Demonstrated ability to build productive relationships with key partnerships.
Demonstrated analytical and problemsolving skills and the ability to offer innovative solutions to complex problems.
Excellent language communication (both written and oral) and presentation skills.
Strong project management skills with the proven ability to manage timelines budgets and meet key performance indicators.
Experience managing organisational change in complex environments.
Strong commitment to evidencebased practice
A commitment to the process of continuous improvement.
