Job Description Summary:

The Intergovernmental Officer reports to the City Manager and maintains overall responsibility for: (1) developing recommending and directing advocacy efforts designed to result in adoption of favorable policies by governmental jurisdictions outside the city; (2) maintaining strong and productive relationships and communications with regional state and federal policy leaders and; (3) providing all related and necessary information analysis and advice to members of city council the city manager directors and city staff. Works on a close and routine basis with council members and the City Manager to represent and further the citys interest on the boards of various intergovernmental bodies. Develops policies and provides guidance strategic advice recommendations management and leadership on a wide variety of internal crossdepartmental city projects.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Conducts research and attends meetings to stay abreast of the citys various programs projects and other priorities while simultaneously considering opportunities to make policy changes at the regional state or federal levels that would further the city interests. This includes the following:

  • Considering the implications of external policy change and whether such change could remove a barrier or provide support to the city.
  • Identifying city projects eligible for regional state or federal funding.
  • Examining the relevance of policy proposals already moving forward at the regional state and federal level.
  • Evaluating the public and political costs of engaging in effort to change policy.

Proposes and brings forward for council adoption revisions to the citys Policy Statement on Regional State and Federal Issues. This involves the following:

  • Analyzing the results of the previous years state and congressional legislative sessions.
  • Seeking input from city staff and councils Intergovernmental Affairs Committee.
  • Engaging in discussions with the citys regional partners.
  • Providing strategic advice to both the City Manager and City Council.

Upon approval of the policy statement develops plan for advocating for making changes to regional/state/federal policies by building a coalition of supporters and identifying and connecting with policy maker(s) to champion cause.

Directs and engages in implementation of policy advocacy efforts by enlisting appropriate city officials sharing information with necessary advocates including coalition partners policy leaders and contract lobbyists and by assisting with drafting or amending of policy language. This also includes the following:

  • Identifying which regional state or federal officials to turn to for support after assessing whether political capital is worth expending.
  • In coordination with city departments and the citys lobbyists preparing and submitting funding requests and engaging in all necessary advocacy efforts to support such funding.
  • Ensuring all advocacy advances the credibility of the city in regional state and federal arenas.

Builds and strengthens intergovernmental relations by maintaining regular contact with the citys regional state and federal legislative representatives and by attending meetings events and organizing travel often with council members. This includes without limitation relationships with the following:

  • Boulder County
  • Boulder Federal Labs
  • Boulder Valley School District
  • Colorados Congressional Delegation
  • Colorado General Assembly
  • Regional Transportation District
  • University of Colorado Boulder

Represents citys interest at meetings of intergovernmental coalitions/organizations and actively participates and assumes leadership role as necessary to influence the organizational governance and direction agendas and policy decisions as appropriate. This includes furthering the citys interest with the following organizations among others:

  • Boulder County Consortium of Cities
  • Colorado Communities for Climate Action
  • Colorado Municipal League
  • Denver Regional Council of Governments
  • Metro Mayors Caucus
  • National League of Cities
  • Northwest Mayors and Commissioners Coalition

Keeps council and city staff aware of intergovernmental efforts through emails newsletters reports presentations and inperson briefings.

Acts as city spokesperson on intergovernmental matters of concern to the city packaging responses to regional state and federal issues and educating the community on intergovernmental activities.

Convenes coordinates and leads complex cross departmental staff efforts resulting in policies guidelines and agreements.

Hires and manages contract lobbying firms who work on behalf of the city.

May supervise other employees and interns.

Performs special projects and other duties as assigned by the City Manager.

Other:

  • Performs related duties as required to meet the needs of the city.
  • Takes proper safety precautions to prevent accidents. Responsible for the safety of self others materials and equipment. Uses all required safety equipment and follows all safety regulations policies and procedures. Reports all accidents and damage to city property.
  • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

MINIMUM QUALIFICATIONS

  • Ability and willingness to travel in and out of state for work.
  • Ability to and comfortable with assuming leadership role in various venues and among various teams.
  • Ability to build and maintain strong trusting relationships. Ability to identify and assess priorities independently with minimal or no direction.
  • Ability to demonstrate a thorough knowledge of the principles methods and practices of city government.
  • Ability to establish and maintain effective working relationships with staff and elected officials at a variety of levels within government.
  • Ability to research analyze interpret summarize draft and amend statutory and regulatory language.
  • Ability to simplify complex legal matters and present them through both written and verbal means to a mixed audience composed of layman experts and policy makers.
  • Ability to understand the City of Boulders public policy goals and community priorities and how those priorities may influence council decisions.
  • Valid Drivers License.
  • Have and maintain acceptable background information including criminal conviction history and motor vehicle record.

PREFERRED QUALIFICATIONS

  • Ability to project authority confidence and knowledge necessary to comfortably and routinely work with and gain the confidence and trust of elected leaders.
  • Skilled in and the deft ability to navigate the political process of other governments to further the citys interest.
  • Skilled in media communications.
  • Masters degree.
  • Five (5) years engaged in public policy advocacy.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelors in public policy public administration or a related field.
  • Seven (7) years experience working in a combination of employment for federal state and local governments or a legislative body.

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines public contact and changing priorities and conditions.
  • Work Environment: Works primarily in a clean comfortable environment. Works in a setting subject to continuous interruptions and background noises. Willingness to attend weekend and evening meetings as needed.
  • Machines and Equipment Used: Frequently uses standard office equipment including personal computers telephones calculators and copy/fax machines.
