Job Description Summary:
The Intergovernmental Officer reports to the City Manager and maintains overall responsibility for: (1) developing recommending and directing advocacy efforts designed to result in adoption of favorable policies by governmental jurisdictions outside the city; (2) maintaining strong and productive relationships and communications with regional state and federal policy leaders and; (3) providing all related and necessary information analysis and advice to members of city council the city manager directors and city staff. Works on a close and routine basis with council members and the City Manager to represent and further the citys interest on the boards of various intergovernmental bodies. Develops policies and provides guidance strategic advice recommendations management and leadership on a wide variety of internal crossdepartmental city projects.Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts research and attends meetings to stay abreast of the citys various programs projects and other priorities while simultaneously considering opportunities to make policy changes at the regional state or federal levels that would further the city interests. This includes the following:
Proposes and brings forward for council adoption revisions to the citys Policy Statement on Regional State and Federal Issues. This involves the following:
Upon approval of the policy statement develops plan for advocating for making changes to regional/state/federal policies by building a coalition of supporters and identifying and connecting with policy maker(s) to champion cause.
Directs and engages in implementation of policy advocacy efforts by enlisting appropriate city officials sharing information with necessary advocates including coalition partners policy leaders and contract lobbyists and by assisting with drafting or amending of policy language. This also includes the following:
Builds and strengthens intergovernmental relations by maintaining regular contact with the citys regional state and federal legislative representatives and by attending meetings events and organizing travel often with council members. This includes without limitation relationships with the following:
Represents citys interest at meetings of intergovernmental coalitions/organizations and actively participates and assumes leadership role as necessary to influence the organizational governance and direction agendas and policy decisions as appropriate. This includes furthering the citys interest with the following organizations among others:
Keeps council and city staff aware of intergovernmental efforts through emails newsletters reports presentations and inperson briefings.
Acts as city spokesperson on intergovernmental matters of concern to the city packaging responses to regional state and federal issues and educating the community on intergovernmental activities.
Convenes coordinates and leads complex cross departmental staff efforts resulting in policies guidelines and agreements.
Hires and manages contract lobbying firms who work on behalf of the city.
May supervise other employees and interns.
Performs special projects and other duties as assigned by the City Manager.
