Are you experienced in federal procurement regulations and eager to help a small business grow Were seeking a Contracts and Business Development Analyst to manage contract documents analyze terms and support business development in the federal contracting space. In this role you will play a key part in our business development efforts ensuring compliance with federal acquisition requirements while identifying and supporting growth opportunities and strategies to expand our small business within the federal marketplace.

Position Description: The Contracts and Business Development Analyst ensures compliance with federal procurement regulations manages contract documents analyzes contract terms supports contract negotiation participates in business development efforts and assists service delivery is in compliance with contract requirements.

Minimum/General Experience: 5 years of recent W2 employee contract administration and proposal experience supporting a federal government contractor; National Contract Management Association Certified Professional Contract Manager Certified Federal Contract Manager or Certified Contract Management Associate (preferred)

Minimum Education: Bachelors Degree in Business Administration or related field

Essential Skills/Qualifications:

  • Excellent experience analyzing contract terms and conditions ensuring compliance with federal government regulations corporate policies legal best practices and in support of capture efforts (e.g. NonDisclosure Agreements Teaming Agreements Subcontract Agreements Contract Modifications/Amendments)
  • Excellent experience maintaining contract documentation tracking contract performance and ensuring timely submission of contract deliverables and reports
  • Above average experience conducting detailed reviews of federal government solicitations contract terms and conditions contract requirements and providing contract language recommendations to a federal contractor regarding potential risks and/or opportunities
  • Above average experience as a federal contractor W2 employee supporting the federal government contract lifecycle (proposal preparation submission delivery and project/contract closeout)
  • Above average knowledge of federal government procurement processes the Defense Federal Acquisition Regulation (DFAR) the Federal Acquisition Regulation (FAR) and agency acquisition regulations
  • Above average knowledge of Federal Government contract types (e.g. Indefinite Delivery Indefinite Quality (IDIQ) Fixed Firm Price (FFP) Time and Materials (T&M) Cost Plus Fixed Fee (CPFF))
  • Experience supporting a proposal team as a federal contractor W2 employee with price strategy pricing and price volumes
  • Experience supporting pipeline development efforts by contributing to strategy sessions and tracking upcoming opportunities
  • Experience reviewing solicitations (e.g. RFPs RFQs RFIs) to identify strategic bid opportunities aligned with company capabilities
  • Experience participating in federal government proposal reviews against contract requirements and contributing to competitive positioning and win strategies
  • Experience monitoring service delivery is in accordance with contract requirements
  • Excellent collaboration skills
  • Excellent experience using the Microsoft (MS) Office Suite (e.g. Excel PowerPoint SharePoint Word)
  • Excellent organizational skills with the ability to multitask
  • Excellent verbal and written communication skills
  • Excellent judgment with proven ability to identify problems and deal with complex issues
  • Strong analytical and problemsolving skills particularly on challenging complex and difficult issues to develop solutions that address root causes

General Physical Requirements needed to perform the essential functions of this job may vary based on the location of the assignment.

  • Assignment Location Remote
  • Sedentary Work Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects.
  • Typing communicating repetitive motions.
  • Close visual acuity to prepare and analyze data view computer monitors and read. May need to view presentation screens and other visual aids in a virtual setting.
  • Inside environmental conditions with protection from outside elements.

Security: Ability to handle personal identifiable information (PII) and controlled unclassified information (CUI) and be able to maintain clearance at current level of: Federal Civilian Public Trust and/or Department of Defense Secret. Must be able to obtain and maintain a higher level to satisfy contract requirements if needed.

  • FBI fingerprint check
  • Credit report check
  • A check of local law enforcement agencies with jurisdiction over the areas where the applicant has lived worked or attended school
  • Education check Attendance and Degrees
  • Employment verification may include interviews of supervisors and/or coworkers
  • Corroboration of unemployment
  • May include reference interviews
  • May include interviews of the individual former spouse (s)
  • Confirmation of all residences
  • Verification of public record information

Tasks/activities include but are not limited to:

  • Performs cradletograve contract and subcontract administration
    • Prepares/Analyzes NonDisclosure Agreements Teaming Agreements Subcontract Agreements Modifications against Oxley checklists legal best practices and federal government regulation compliance
    • Analyzes potential risks involved with specific contract terms
    • Coordinates agreement reviews with external legal consultants
    • Negotiates and/or coordinates negotiation of contract terms including pricing delivery schedules and scope changes with external partners/vendors/government personnel
    • Oversees/modifies/obtains General Services Administration (GSA) schedules
    • Ensures that employees understand and comply with company contracts
    • Tracks agreements contract status contract changes contract risks contract functional metrics and contract deliverables using Oxley processes and Trackers
    • Develops and implements contract management policies and procedures
    • Monitors and reports on contractual compliance
  • Coordinates across the organization for project and contract obligations and activities
    • Coordinates with Service Delivery to establish budget deliverable timelines and reporting requirements
    • Coordinates with Corporate Infrastructure on insurance requirements
    • Coordinates with Accounting for invoice procedures approvals and communication
    • Coordinates with Technology for dashboard data inputs data analysis and data displays
    • Coordinates with Business Development (BD) and Marketing for customer intelligence project performance and impact project data and pricing
    • Coordinates with Recruiting for project employee vacancies and forecasts
  • Supports company growth efforts
    • Analyzes and supports government Request for Proposals (RFPs)
    • Collaborates with the proposal team during the preaward phase to ensure contract compliance address contractrelated issues and maximize competitiveness in proposals
    • Supports pipeline development efforts by identifying and reviewing upcoming solicitations (e.g. GovWin)
    • Supports pricing strategies contract structure and proposal compliance with federal regulations
    • Prepares and presents summaries of complex solicitation terms identifying risks opportunities and strategies for mitigation and/or enhancement
    • Supports/creates/maintains proposal compliance matrices
    • Supports proposal writing editing and reviews
    • Works with Subject Matter Experts (SMEs) technical professionals and Project Managers to gather and verify informationfor proposals

Compensation & Benefits: The annual projected pay range for this position is $63848.00 $122088.00 with consideration being given to various factors including but not limited to qualifications experience job responsibilities and geographic location.
