Job Description

Serves as the Assistant Commissioner of Ferry Engineering for the Staten Island Ferry. Under general direction of the Deputy Commissioner of the Staten Island Ferry with broad scope for the exercise of independent initiative and judgment serves as the Engineer in Charge of the Ferry Engineering Unit. Responsible for ensuring the effective coordination of personnel and projects within Ferry Engineering with projects worth over 230 million dollars to support construction maintenance (both routine and emergency) reconstruction and upgrade requirements of all Ferry Division assets. Assets covered include nine operating Staten Island Ferryboats oil barges crane barges miscellaneous support vessels passenger terminals and maintenance facilities. This is a managerial class position.

EXAMPLES OF TYPICAL TASKS:
Supervise and manage the Ferry Engineering Unit comprised of separate Maintenance and Repair; Facility Engineering; Vessel Engineering; and Engineering Management units. Supervise and coordinate the activities of the Ferry Maintenance Facility manned by trades responsible for the ongoing maintenance and repair of all Ferry assets. Supervise and coordinate the daytoday activities of a staff of engineers project managers and support staff located at various division work sites. Responsible for all major design and construction programs and for administration of ongoing maintenance and operational activities for capital construction reconstruction consultant design and construction management for Staten Island Ferries as well as shorebased facilities including terminals buildings piers slips and racks. Perform highly responsible supervisory work and/or highly difficult and responsible work in engineering. Responsible for the review of the design of structures of all types and the examination of plans for their construction alteration maintenance or repair. Responsible for developing and administering consultant and construction contracts. Responsible for assessing facility maintenance and reconstruction needs and for implementing actions to address including budgeting project planning design development and contract establishment and execution. Researches and advises on the preparation of specifications and on projects connected with vessel (ferry/barge/etc.) dry dockings conversions modifications and new construction. Provides cost estimates and monitors budgets for projects. Researches possible grant opportunities. Assists in grant applications and the management of project for which grant funding is awarded.

Supervises field surveys of assigned personnel and projects from prior to inception through completion to monitor progress including but not limited to: research of drawings/technical manuals classification surveys regulatory agency compliance and vessel reports. Incorporates required items into specifications. Ensures contractor compliance with project specifications. Reviews final/completion reports for projects. Oversees vessel/barge preventive maintenance systems machinery and hull conditions for maintenance issues that may need to be addressed during dry dockings/projects. Supervises and documents dry dockings new construction miscellaneous projects and specification submission timelines. Supervises and reviews the work of subordinate staff.
Coordinates with ferry staff to ensure all design considerations are included in new construction or drydocking specifications and projects. Researches new technologies for incorporation into new and existing vessels. Works closely with DOT ferry safety and security department to ensure strict adherence to safety standards and environmental protection guidelines for all projects. Manage activities in compliance with the Ferrys Safety Management System. Reviews contractors (designers and construction/shipyard contractors) work for compliance with contracts specs; reviews and approves contractors requisitions for payment; identifies problems in construction and seeks resolutions; reviews and negotiates change orders maintains contract files and written records of job progress.

Qualifications :

1. A baccalaureate degree from an accredited college in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration and five years of fulltime satisfactory experience in the planning administering or expediting of engineering design and/or construction or coordinating a very large engineering project two years of which must have been in an administrative managerial executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in 1 above; two years of which must have been in an administrative managerial executive or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelors degree from an accredited college or university in engineering engineering technology architecture landscape architecture architectural technology construction construction management construction technology sustainable design urban planning urban studies city planning transportation planning business administration or public administration; (b) An accredited Masters degree in one of the disciplines described in 1 above; (c) a Juris Doctor degree or (d) a valid New York State license as a Professional Engineer Registered Architect or Landscape Architect.
