Introduction

THIS IS A NEW ASSEMBLED EXAMINATION.The eligible list resulting from this examination will cancel any existing listand may last approximately one year but can be andSupplemental Questionnaires must be in the possession of the Human ResourceServices Department by 5:00 p.m. on the Last Day for Filing.

Supplemental Questionnaire:Aproperly completed Supplemental Questionnaire must be submitted with eachapplication. Failure to submit the Supplemental Questionnaire will result indisqualification.

Qualified bilingual persons who speak Englishand are also fluent in:Spanish ChineseVietnamese Cambodian Laotian Korean Mien Tagalog Amharic Farsi DariTigrigna Russian Romanian or Sign Languages are especially encouraged toapply. DESCRIPTION

The Alameda County Social Services Agency (SSA) is comprisedof 2400 men and women working collectively and in partnership withcommunitybased organizations to serve the needs of the community. Services areprovided through four departments: Administration and Finance Adult and AgingServices Children and Family Services and Workforce and BenefitsAdministration.

THE POSITION

Eligibility Services Technicians are specialists inassisting individuals families and children enroll in or maintain healthcoverage and determining initial and ongoing eligibility for programs such asCalFresh General Assistance CalWORKs and/or MediCal. The current openingsare in Oakland and Hayward.

There are four levels of staffing for the EligibilityServices Technician Series. Eligibility Services Technicians IIII are aflexiblystaffed class; work is expected to be performed at the EligibilityServices Technician III level but with initial selection made at theEligibility Services TechnicianI (or entry) TechnicianIV represents the senior level of the series and isfilled through the Alameda County Civil Service examination process.

Eligibility Services Technician Iare required toparticipate in specialized training classes in preparation of learningeffective interviewing techniques appropriate computerized case management andapplicable Federal State and County regulatory requirements. They are expectedto flexpromote to Eligibility Services Technician II after successfullycompleting six months of training and the demonstration of excellent workhabits and job performance. Eligibility Services TechnicianIIs are expectedto maintain excellent work habits gain work experience and demonstrate programproficiency which qualifies them to flexpromote toEligibility ServicesTechnicianIII after the equivalent of one year fulltime to Eligibility Services TechnicianI and Eligibility ServicesTechnicianII will not be extended beyond six months and one yearrespectively.

THE IDEAL CANDIDATE

The Ideal Candidate for the positions of Eligibility ServiceTechnician I III is committed to providing exceptional customer service andpossesses a background of performing community service or a work history inworking faceto face or overthephone with individuals from variousmulticultural and socioeconomic backgrounds. The Ideal Candidate is aneffective communicator; displays excellent interpersonal skills quickly graspsnew concepts and is able to disseminate information accurately and quickly toSocial Services applicants and recipients. The Ideal Candidate haswelldeveloped work habits and exceptional skills using computers andWindowsbased software. Additionally the Ideal Candidate will be able to:

Perform clerical work that involves independent judgmentand requires accuracy and speed.

Make accurate arithmetical computations.

Understand and follow complex oral and written directions.

Establish and maintain cooperative working relationshipswith coworkers and the public.

MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of one year of experience in the class of Specialist Clerk I orhigher in the Alameda County classified service (nonclassified includesDistrict Attorneys Office Hospital Authority and the Consolidated Courts).

Or II
Experience:

The equivalent of one year of fulltime paid and/or volunteer general officeexperience involving public contact via facetoface or overthephoneinterviewing and obtaining personal information from the general public.

License: Possession of a valid California Motor Vehicle Operators license isrequired.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in theannouncement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates willpossess the following competencies:

Knowledge of:

Modern office practices and procedures including business correspondence andfiling and standard office equipment operation.

Ability to:

Communicate effectively in writing and orally.
Establish and maintain cooperative and objective relationships with thegeneral public culturally diverse populations other departments/agencies andcoworkers.
Deal impartially and with restraint in stressful situations.
Demonstrate good customer service interpersonal sensitivity and diplomacywhen working with others regarding sensitive or crisis situations.
Perform mathematical computations accurately.
Follow complex oral and written instructions.
Use computers and software applications effectively
Use office equipment such as fax printers copiers and scanners

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWINGSTEPS:

1) A review of applicants applications and supplementalquestionnaire to verify possession of minimum requirements. Those candidateswho possess the minimum requirements for the class will move on to the nextstep in the examination process.

2)Virtual Written Examination (WeightedPass/Fail): A multiplechoice written test that will be weighted asqualifying only.

3)Virtual Computer Skills Assessment (WeightedPass/Fail): A data entry accuracy test that will be weighted as qualifyingonly.

4)Oral Panel Interview Examination (Weighted as100% of the final examination score):If the candidate is successfulin the written and computer assessment portions of the examination process then thecandidate will be invited to participate in an oral panel interview where theywill be asked about past job experiences relating to the core competencies thatsuccessful incumbents of the job possess. The candidate who passes this portionof the exam will then be scored and put into rank order. The oral panelinterview examination may also serve as the hiring interview at the discretionof the hiring authority.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ONEACH PORTION OF THIS EXAMINATION.
