There is one FullTime permanent Program Supervisor Housing Services position available starting on June 09 2025 working 37.5 hours per week.


Your Role:
Leads teams in the design delivery and evaluation of Housing Service programs. Participates in the assessment design and implementation of evidence informed Recovery Based programs for those experiencing homelessness. Directly supervises staff who work with participants who have complex needs including mental health and addictions as it relates to ending homelessness using a Housing First approach. Responsible for creating and maintaining an environment that actively promotes equity.


Tasks:

Program Coordination & Implementation:

1. Assists in creating a work climate conducive to effective programming that encourages innovation creativity learning and safety.
2. Participates in program and service development implementation and evaluation.
3. Coordinates frontline service delivery.
4. Works in collaboration with the Manager regarding services staff and program issues and provides suggestions for resolution.
5. Develops and maintains mutually satisfactory relationships with internal and external bodies as assigned by the Manager.
6. Monitors the effectiveness and timeliness of program and service efforts making recommendations and/or taking action to increase effectiveness as necessary.
7. In coordination with the Manager and team implements program goals and an operational plan for the centre.
8. In coordination with the Manager develops recommends and implements a marketing strategy.
9. Assists the Manager to monitor the achievement of program goals and operational plan and take corrective action.
10. Conducts research and liaises with the Manager and team to identify develop and implement new products services and special events.
11. Coordinates the delivery of service which may include a variety of sites to ensure an individualized approach and consistency and quality of service is maintained.
12. Responds to client complaints or disruptive client behavior when required.
13. Advocates on behalf of disadvantaged clients at community forums.
14. Promotes services within the local community and referral sources initiating and maintaining media contact; participating in trade shows; networking events and community presentations.
15. Maintains visibility within the community by providing public education on housing issues.
16. In consultation with the Manager and the Director Communications Marketing and Strategy manages and coordinates media strategies in the event where unfavorable publicity might have the potential to damage the reputation of the organization.
17. Identifies gaps in services and assists the Manager in the development of proposals to secure funding to address gaps.
18. Assists in creating a work climate conducive to effective programming that encourages innovation creativity learning and safety.
19. Coordinates support services with community agencies to ensure effective and efficient programming for clients.
20. Facilitates site visits for agencies interested in accessing the agency services for clients.
21. Liaises with clients families and community agencies providing information and ensuring continuity and effectiveness of programming.
22. Participates in a variety of meetings including staff meetings liaison meetings case conferences program planning and program review ensuring continuity and effectiveness of the program.
23. Provides various case coordination and team facilitation functions as assigned.
24. Reads and authenticates all client files for closure.

Administration:

25. Assists with the development of program budgets monitoring program expenditures as required.
26. Oversees and monitors program budgets as assigned.
27. Monitors and adjusts the use of resources to meet client needs and service targets.
28. Collects and analyzes program statistics to monitor achievement of targets and to identify trends.
29. Assists the Manager with monitoring and evaluating program targets.
30. Prepares program reports.
31. Schedules intake and workshop schedules vacation times compensation time and offsite services to ensure adequate coverage.
32. Ensures reports records files and manuals are maintained.
33. Reviews and audits client files.
34. Assists with statistical collection.
35. Ensures the health and safety standards of the agency are maintained.

Direct Service Delivery:

36. Facilitates workshops.
37. Develops and updates workshop content to meet current trends and customer needs.
38. Uses assessment instruments to assess client needs.
39. Provides individual and personal management counselling including assessment and goal setting to clients.

Leadership:

40. Promotes and supports Starlings Mission and Vision by being positive and supportive to all staff.
41. Demonstrates behaviour consistent with Starlings Leadership Values.
42. Actions in alignment with the agencys values of and commitment to antiracism and antioppression.
43. Prioritizes the implementation of the agencys Equity Strategy as it pertains to Housing Services.
44. Supports employees using a strengthbased and solution focused approach.
45. Responsible for maintaining a high level of employee engagement and promoting a healthy organizational work culture.
46. Builds on employee strengths and relationships to inspire motivate and support staff.
47. Provides operational leadership to ensure service outcomes are achieved.

Supervision:

48. Responsible for screening interviewing and hiring of new team/department members in consultation with the Manager and Human Resources Department.
49. Responsible for providing initial training and orientation to all new direct reports as assigned.
50. Responsible for conducting monthly supervision meetings with all direct reports.
51. Provides leadership and support to employees within the area(s) of responsibility.
52. Implements responsive leadership tools and strategies to support employees.
53. Responsible for completing preferred leadership profiles with all new direct reports.
54. Responsible for the administration of probationary/annual performance reviews and ensuring all necessary documentation is completed and submitted in a timely manner.
55. Responsible for training and development of staff within the area(s) of responsibility.
56. Involved in disciplinary and termination decisions and actions in consultation with the Manager Program Director and Human Resources Department.
57. Acts as a resource direct and oncall support for program staff to ensure effective problem solving communication goal setting adherence to agency policy and legislative requirements.
58. Acts as a resource and liaison with other programs and service delivery partners ensuring mutually beneficial relationships are maintained.
59. Oversees task assignment completion and workload distribution for assigned employees.

Your Talents and Experience:
A relevant degree in Psychology Social Work or related discipline preferably at with a minimum of 5 years supervisory experience and or equivalent to provide leadership to staff working with participants experiencing homelessness. Demonstrates commitment to inclusion and able to build implement and foster safe space to host brave conversations for learning and imbedding antiracist antioppressive practices within team environment. Ability to integrate good human relationship skills and professional standards into practice. Ability to lead with a housing first and harm reduction focus. Knowledge and experience in the Housing Sector is preferred with proven skills in team leadership community networking developing partnerships with community agencies and program planning. A valid drivers license and reliable transportation are required.
