Job Duties

The Virginia Department of Emergency Management (VDEM) is seeking a State All Hazards Planner (AHP) to join our Planning and Intelligence Division at our Headquarters office in Richmond Virginia.

The State AHP carries out all directives related to Homeland Security and Emergency Management Programs in compliance with applicable federal and state laws executive orders published policies and established procedures. The State AHP will conduct planning activities in compliance with applicable laws planning guidelines and policies.

The State AHP duties include but are not limited to the creation of new allhazards plans and the ongoing maintenance of current plans with stakeholders; an analysis of past events and exercises to identify and implement necessary changes to plans; and ensuring all planning activities and plans are compliant with nondiscrimination law and address individuals with access and functional needs where applicable.

This State AHP position will specifically lead and provide planning assistance to other VDEM Planners and State agencies regarding elements of the Commonwealth of Virginia Emergency Operations Plan (COVEOP) and assigned COVEOP annexes. This State AHP supports the planner responsible facilitating the State Hazard Mitigation Plan the Threats and Hazards Identification and Risk Assessment (THIRA)/Stakeholder Preparedness Review (SPR) and Emergency Management Accreditation Program (EMAP) process. This role will provide allhazards planning guidance and support to other State agencies VDEM Region AHPs and local Emergency Managers. The State All Hazards Planner may be assigned other tasks as necessary.

The State AHP will be assigned a Virginia Emergency Support Team (VEST) role and is designated as essential personnel. Employees may be required to work during emergency situations such as inclement weather and natural or manmade disasters/events as directed. This may require irregular work hours work at locations other than the official duty station and may include duties other than those specified in the employees official Employee Work Profile/job description.

Minimum Qualifications

Considerable working knowledge of the four phases of emergency management federal emergency management planning guidance National Incident Management System and incident command principles.
Proficient in computer use including Microsoft Office Suite.
Exceptional verbal and written communication skills with strong interpersonal abilities.
Demonstrated ability to oversee the development writing and review of all hazards plans to produce professional and effective plans.
Skilled in managing planning contracts and project deliverables.
Effective at fostering collaboration and promoting teamwork.
Ability to engage and collaborate with state and local government officials.
Ability to relay technical regulatory and/or sensitive information to diverse individuals and groups.
Ability to prioritize competing tasks and deadlines manage multiple projects effectively and pay attention to detail in the work conducted and documents produced.
Demonstrated ability to conduct research organize and analyze information and communicate findings and produce project status reports.
Ability to selfdirect work with minimal supervision and work in austere environments for prolonged periods.
Demonstrated ability to maintain confidential information and handle sensitive information appropriately.
Must possess a satisfactory driving record and a valid drivers license.

Additional Considerations

Proven success in managing projects and collaborating effectively with multidisciplinary project teams.
Experienced in delivering presentations to diverse audiences conducting comprehensive research and performing needs assessments.
Strong background in emergency management plan development with additional expertise in group facilitation program management and disaster response operations.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
