JOB TITLE: PostHarvest Loss Reduction (PHL) Expert

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Climate and Resilience Service (PPGR) produces normative guidance and provides operational technical support to WFP Country Offices and Regional Bureaux in design and implementation of programmatic interventions embracing climate resilience and food systems including PostHarvest Loss (PHL) reduction initiatives. In addition to its support to field operations the service coordinates strategic partnerships and dialogues with other UN Agencies in particular the Romebased Agencies and external partners the private sector foundations research institutions academia and various actors along the food value chain entailing a mutually beneficial exchange of expertise to meet the needs of beneficiaries and to contribute to the achievement of the Sustainable Development Goals.
PURPOSE OF THE ASSIGNMENT:
The postharvest loss reduction work (PHL) has been a priority for WFP for over a decade and complement core programs by enhancing food supply and increasing the availability of safe nutritious food to build community resilience. WFP ran a global postharvest knowledge and operations Center (KNOC) from 2016 to 2019 that promoted a zero food loss initiative through provision of hermetic storage facilities to smallholder farmers in subSaharan Africa essentially for grains and pulses.
Postharvest management is also one of the main pillars of a new partnership between the Mastercard Foundation (MCF) and WFP which aims to cultivate a thriving and sustainable agrifood system that empowers smallholder farmers with reduction in PHL and increased access to market that will create employment opportunities for young people particularly young women. The project implemented in 8 WFP Country Offices foster work on PHL by providing training and facilitating access to postharvest handling storage processing and packaging solutions. It emphasizes the economic viability of these solutions to ultimately create job opportunities for youth along food value chains.
WFP is currently aiming to leverage on its experience to develop a sound and operational positioning and guidance package for PHL solutions for WFP Country Offices relevant for the different contexts in which WFP is operating. This package will cover a variety of value chains relevant for WFPs operations and related programming work to restore rebuild or strengthen food systems and enhance their resilience in the face of shocks and stressors.
Under the direct supervision of the Policy and Programme Officers in charge of Youth in Work SAMS/PHL and in close collaboration with other workstream under PPGR and other services /divisions the incumbent will be responsible for the development application and refinement of normative guidance as well as strengthening partnerships improving knowledge management generating evidence and scaling up funding for PHL all aimed at creating scalable business models for countries where WFP operates including the countries covered by the Youth in Work programme. The incumbent will spend substantial travel time at least in the 8 Youth in Work programme country offices to support the design and implementation of appropriate market related PHL solutions help identify technical partners and develop tools and processes to monitor the performance of PHL solutions. The incumbent will apply the results of this field work to refinement of the normative guidance.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the PHL work within PPGR in particular for the Youth in Work program including the development of a framework for action related pathways and a tangible workplan for the PHL activities
2. Provide technical support to Youth in Work project countries on the design and implementation of interventions and development of business models around production and postharvest technologies to create jobs and to Cooperating partners to ensure successful implementation of the Youth in Work project activities.
3. Lead the development and refinement of handson assessment and implementation guidance material for PHL relevant for the different contexts in which WFP operates in particular different types of geographical regions value chains crops & produce. The guidance should be framed as part of WFPs Smallholder Agricultural Market Support framework and encompass a value chain approach proposing PHL reduction solutions at different points along the value chain
4. Lead the coordination with other relevant units and programmes (FFA nutrition supply chain etc.) and stakeholders (e.g. WFP Centers of Excellence) to build upon identified and additional potential synergies and promote the inclusion of PHL solutions in integrated climate and resilience programmes as well as of various WFP operations leveraging on the application of robust climate food systems and resilience lens in their programming and operational work.
5. Support the inclusion of PHL activities in the framework of integrated packages that promotes livelihoods and resilience strengthening in the second generation of WFPs Country Strategic Plans.
6. Support WFP Country Offices and Regional Bureaus in the design and implementation of sound operational PHL activities as part of their SAMS Food Systems Cimate and Resilience programming work and overall support to resilient food systems strengthening.
7. Support COs M&E efforts and lead the generation of evidence on the impact of WFPs PHL interventions
8. Support the development of strategic operational partnerships with institutions with recognized expertise in PHL including the Rome Based Agencies and the Consultative Group on International Agricultural Research (CGIAR)
9. Support fundraising activities for WFP PHL work including leading on the development of donor proposals
10. In collaboration with the knowledge management and communications team lead the development of knowledge management and advocacy products on PHL
11. Any other duties as required
DELIVERABLES AT THE END OF THE CONTRACT:
1. develop a framework for action and a workplan for the PHL activities;
2. technical support to the the 8 Youth in Work programme countries provided with missions to at least 4 countries;
3. at least two countries outside Youth in Work programme receive technical advice on appropriate PHL management solutions
4. briefing notes talking points CSP contributions in the field of PHL management.
5. PHL guidance updated with concrete examples from field support
Education: Advanced University degree in one or more of the following disciplines: Postharvest loss reduction agriculture agricultural economics food systems or other related fields
Experience: At least 8 years of postgraduate progressively responsible professional experience in food systems work with focus on postharvest loss reduction strategies policies and projects.
Knowledge & Skills:
Previous experience in postharvest loss reduction food systems and smallholder and value chain development programs.
Knowledge of WFP and UN systems is an asset;
Strong understanding of global food loss and waste concepts and the agenda 2030 of the United Nations;
Strong experience in designing and implementing postharvest loss reduction projects at country level in developing countries;
Excellent communication skills and ability to engage with a varied range of internal and external stakeholders;
Ability to establish priorities and to plan and manage a team;
Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds;
Languages: Excellent written and spoken English. French or Spanish as second language would be an asset
