Job Description

The City of Johnson City Tennessee is currently accepting online applications for a Motor Equipment Operator II on the construction crew with the Public Works department. The employee performs intermediate skilled work operating medium and heavy construction equipment dump trucks sweepers front end loaders backhoes tractors or equivalent equipment; does related work as required. The work involves responsibility for the safe and efficient operation of assigned equipment. Employees in this class must have manipulative skill of a higher degree than employees of a lower class and work in this class differs from that of the lower class of operator in that incumbents must operate heavier more complex and specialized equipment and several types of equipment within this category interchangeably. Supervision may be exercised over one or two laborers. Employee drives trucks and operates other heavy equipment on drainage maintenance and construction crew. Performs various tasks associated with site grading installation and/or construction work. Participates in snow plowing as needed. Work may be performed with considerable independence but a supervisor will regularly check the work performed for quality quantity safety of operation and care of equipment.

Essential Functions of Position:

  • operates a street sweeper on assigned shift in cleaning streets and roads in assigned geographical area;
  • operates a rubber tire backhoe to trench load and backfill in construction and maintenance activities;
  • operates a winch truck in winching operations in pulling and in setting poles and guard rails and in hauling materials and equipment;
  • operates track loader a fourwheeldrive frontend loader with a capacity greater than two yards to load trucks with materials and to plow snow and load trucks during snow removal operations;
  • drives large dump truck tractor and trailer rearloader or crane truck;
  • operates tractor with mower knuckleboom loader boom mower or tub grinder;
  • operates excavator roller boring machine and airtrack;
  • instructs lower level operators in the finer points of operation and servicing of assigned equipment;
  • participates in work related to maintenance and construction activities; when the nature of work does not require constant operation of assigned equipment employees in this class participate in general laboring tasks incidental to the job;
  • repairs and services equipment;
  • may serve as a substitute operator on heavier equipment such as bulldozer dragline crane shovel snow loader and others;
  • when not working as a Motor Equipment Operator II works as a Motor Equipment Operator I or Public Service Worker;
  • performs related tasks as required.

Required Knowledge Skills and Abilities: General knowledge of traffic laws and other regulations governing automotive equipment operation; general knowledge of the operating and repair characteristics of heavy automotive and similar public works equipment; general knowledge of the component parts operating principles and maintenance needs of maintenance and construction equipment; general knowledge of the City including the location and layout of streets and alleys; ability to service various types of relatively heavy equipment and to make minor running repairs; ability to understand and carry out verbal and written instructions and to prepare required reports; skill in the operation of moderately complex construction and maintenance equipment; physical strength and agility sufficient to operate equipment over rough terrain occasionally under adverse weather conditions.

Acceptable Experience and Training: Completion of high school or GED and some experience in the operation and routine maintenance of trucks specialized automotive equipment or related automotive equipment at the level of Motor Equipment Operator I; or any equivalent combination of experience and training which provides the required knowledge skills and abilities. Position requires a valid Class B CDL issued by the State of Tennessee or must be able to obtain one within one hundred and twenty (120) days of employment. The City will provide the required training to a obtain a commercial drivers license. Preemployment DOT physical drug screening and background check required.
