As a frontline defender against abuse this position plays an essential role in safeguarding the dignity and wellbeing of vulnerable seniors and individuals with disabilities ensuring that every voice is heard and every allegation is thoroughly investigated.
SUMMARY OF DUTIES
In this position you will receive referrals and investigate alleged incidents of adult abuse or neglect. Situations may involve physical abuse neglect and abandonment sexual abuse psychological and verbal abuse financial exploitation involuntary seclusion improper restraints and other types of selfneglect. Determine the need for intervention and the level of support needed in the protection of vulnerable seniors and people with disabilities. Provide adult protective services to vulnerable adults who are elderly or disabled. Whether investigation is required or not employees in this position develop and execute a plan designed to reduce the risk of abuse. They interview complainants witnesses reported victims and perpetrators and review documentation to collect evidence. They determine the validity of the allegations; coordinate legal actions to protect victims; write case reports and may testify in court hearings.
Major duties include:
After screening and triage conduct a preliminary assessment of the alleged victims safety possible risks to the investigator or other factors; determine need for emergency intervention. Coordinate actions with law enforcement District Attorneys or other community partners to arrange for victims safety and security. Give consultative or expert opinions to prosecutors and judges on adult abuse or neglect. Determine need for and assist victims with obtaining restraining order to protect victims. Initiate and facilitate secure protective actions such as guardianships or conservatorships. Evaluate the victims support systems capacity to remain safe or make their own decision take care of their own needs or ability to protect her or his own interests. Develop and manage intervention plans that arrange for needed services alternative living arrangements such as assisted living facilities or personal care. Monitor progress and wellbeing of individual under intervention plan supervision; refer cases to other agency case managers or community partners for ongoing support and supervision. Visit individuals to monitor living and safety conditions. Intervene in situations where adults are at highrisk of abuse or neglect within their living situations; develop intervention plans to address the individuals needs; arrange for services to stabilize the individuals situation; monitor and adjust intervention plans; refer to community organizations for followup or other case managers for ongoing case supervision. May maintain intervention plans for individuals not otherwise being case managed who are still at risk after crisis phase. Continue to monitor reassess and arrange intervention until level of harm is reduced or in accordance with policy timeline.
Investigate complaints of abuse or neglect. Plan the scope and direction of the investigation. Interview the alleged victims alleged perpetrators and witnesses. Review documents and records such as medical or financial records. Construct and organize evidence. Collect and analyze physical and documentary evidence. Apply administrative statutes administrative rules and facility regulations regarding abuse to investigative situations and determine a finding. Evaluate evidence and address issues that arise during the investigation. Determine relevance reliability and credibility of gathered information and evidence. Decide when appropriate to refer to law enforcement personnel. Write investigative reports that include summary of evidence and witness statements conclusions and recommended action in accordance with ODHS rules and policies. Input information into various databases and electronic systems. Provide investigative information on criminal cases when needed. Testify in court before grand juries trials and hearings. Give sworn depositions.
Help identify community awareness needs in prevention identification and reporting of suspected adult abuse or neglect. Help prepare and deliver training or presentations to financial institutions and to the community professional regulatory or law enforcement partners. Give information to the public and community organizations on issues of adult protection agency programs or available resources. Participate on local multidisciplinary teams. Present abuse prevention information at health fairs and other education forums.
WORKING CONDITIONS
May be subjected to verbal abuse and assaultive threats made by angry and hostile individuals. Occasional subpoenas and court requirements on short notice. Initially this is an inoffice Monday through Friday 8 hours a day schedule; a flexible schedule may be available after trial service. Must be able to drive to and meet individuals in their own homes other community settings nursing homes hospitals or other care settings. Requires some out of town or overnight travel for training and cases. In rural areas this may be a daily requirement and in remote areas there may not be cell phone service. May involve driving in inclement conditions. Potential exposure to illness and disease through direct contact with clients. May be exposed to unsanitary conditions. Work closely with individuals who may have difficulty receiving processing or verbalizing information necessary to make informed choices or decisions.
MINIMUM QUALIFICATIONS:
A bachelors degree in the human social behavioral or criminal sciences AND two years human service law enforcement or investigative experience.
Three years professional level experience related to the position may substitute for the bachelors degree.
OR
An associate degree in the human social behavioral or criminal sciences AND four years human service law enforcement or investigative experience.
Eighteen (18) months professional level experience related to the position may substitute for the Associate.
ESSENTIAL ATTRIBUTES:
Investigative interviewing skills with ability to express strong skills in talking with people to understand what happened. Knows how to ask the right questions listen carefully and gather useful informationeven in stressful or sensitive situations.
Able to clearly write down what was seen heard or discovered during a case. Uses simple organized language to explain events and steps taken making reports easy to understand and follow
Experience using critical thinking by looking at all sides of a problem before deciding what to do. Notice details connects information and makes smart choices based on facts instead of emotions or guesses.
Experience problem solving to find good fair solutions to difficult problems. Looks at each situation to decide the best way to help. Willing to ask for help when needed and can follow through with a plan of action.
