As an oncall employee you may work intermittently less than 20 hours per week.

The EMS Clinical Services Specialist (CSS) position works with individuals who use the 911 EMS system within the TriCounty Portland area frequently and/or inappropriately. The person in this position will carry out clinical and psychosocial assessment of individuals who are frequent users of the 911 system collaborate with various governmental agencies medical providers and other community partners to develop and implement care plans that connect frequent 911 callers with appropriate systems of care in order to improve frequent callers health and reduce their inappropriate use of EMS. The position will also participate in ongoing program evaluation refinement strategic planning and oversight. This Clinical Services Specialist strengthens the Health Departments relationships in the community by collaborating with a variety of stakeholders such as the health and social services agencies of Multnomah Clackamas and Washington counties fire department first responder agencies ambulance service providers mental health providers and medical professionals.
As the Clinical Service Specialist you will:
Provide direct clinical support including assessments and interventions for clients with complex issues
Consult on clinical care and safety conduct behavioral health assessments (phone inperson and field) and work with multidisciplinary teams for crisis intervention and problemsolving
Manage client records in compliance with state law and health department policies
Collaborate with various agencies (hospitals medical providers communitybased organizations etc.) to provide treatment services to frequent callers
Reduce the inappropriate use of 911 resources
Provide presentations and program training to public and private community agencies
Plan coordinate and implement the Frequent Caller Program
Develop program goals objectives activities policies and protocols
Work with the supervisor to develop program direction
Monitor and evaluate program activities and data
Prepare reports and maintain records of program activities
Provide data and reports to funding agencies and utilize patient databases
Build relationships between agencies to achieve common goals in client services
Develop treatment solutions and leverage assets for the benefit of clients EMS and partner agencies
Research best practices and use good judgment in relationship building

Minimum Qualifications/Transferable Skills*:
A masters degree
One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position
Licensed Clinical Social Worker certification in active and in good standing issued by the Oregon Board of Licensed Social Workers
Must possess a valid State issued drivers license

The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.. The onsite work location for this position is the Glady McCoy Building located at 619 NW 6th Ave Portland OR 97209.
Serving the Public Even During Disasters:
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
