This position is located within the Department of Health and Human Services (DHHS) Controllers Office Accounts Receivable Medicaid Branch which is responsible for managing financial transactions in accordance with State statute and policies issued by the Office of the State Controller. The Accountant II serves as a systemsfocused accountant overseeing complex accounting operations tied to the Medicaid Accounting System (MAS) and the Accounts Receivable Module of the North Carolina Financial System (NCFS) the states enterprise resource planning platform).
This role supports monthly closing activities reviews and reconciles Medicaid transactions supervises accounting technicians and performs analytical functions critical to the accuracy and integrity of state and federal fund tracking and reporting. The position works collaboratively with DHHS IT financial offices and thirdparty contractors to maintain accounting accuracy and support compliance efforts across systems.
Oversee and manage the MAS Adjustments Register and monthend closing processes including coordination with the Division of Information Resource Management (DIRM).
Analyze verify and reconcile transactions between MAS NCFS and legacy systems to ensure accuracy of Medicaid fund allocations.
Develop and maintain Excel databases used to automate reports and reconcile NC Medicaid cost adjustments.
Create journal entries and validate general ledger records to reflect accurate Medicaid financial data and support federal reimbursement claims.
Review and monitor cost settlements and program integrity transactions to ensure compliance with federal and state guidelines.
Ensure proper receivables coding for state and federal funding accuracy and support agency collections procedures.
Supervise train and evaluate three accounting technicians including task assignment documentation performance reviews and recruitment support.
Collaborate with DHHS teams contractors and stakeholders to troubleshoot accounting system issues and propose process or policy adjustments.
Assist in development and implementation of system enhancements or procedural workarounds to resolve accounting system discrepancies.
Support additional assignments as directed by branch leadership or the DHHS Controller.
