The Elevator Facilitator is responsible for managing the elevator maintenance and repair service contract for the Harris County portfolio of 190 elevators 98 wheelchair lifts and 6 escalators across 50 County buildings. Oversees and coordinates the annual elevator inspections followup on reinspections and obtain the City of Houston elevator permits. Regular duties include coordinating with consultants contractors County staff and tenants. Reviewing approving and entering invoices into the Maintenance Information Management Spreadsheet (MIMS). This position will assist in putting together bid packages for elevator capital improvement projects and attending and biweekly and monthly meetings. Communicates diplomatically on a routine basis with elected and appointed officials Harris County Sheriffs Office contractors tenants and the public.
Job Duties
Gather and assemble the required information to develop the scope and specifications for the solicitation of bids for the elevator service contract.
Manage the daily business of the elevator service contract.
Effectively prioritize daily tasks and work on multiple tasks within time constraints provided.
Communicate effectively with consultants engineers contractors Engineering department personnel and the Harris County Sheriffs Office while establishing cooperative relationships.
Thoroughly report information establish schedules and complete projects on time.
Conduct monthly meetings to oversee elevator modernization and repair projects and ensure the scope of work invoices proposals and change orders from the elevator contractor comply with the modernization specifications and repair proposal.
Proactively identify and address scheduling budget and performance issues with the elevator contractor and resolve problems before impacting project expectations.
Maintain files and records prepare reports contract drafts changes renewals and amendments for group presentations.
Coordinate elevator inspections evaluate reports of any elevator violations and initiate the appropriate response to correct violations. Ensure inspection reports are submitted to the City of Houston and the State of Texas to receive the elevator permit.
Through knowledge of ASME 17.1 and state and local codes.
Review the contractors invoices for payment and determine deductions for noncompliance.
Act as a liaison between tenants and contracted service providers.
Education: High school diploma or G.E.D. equivalent required.
Experience:
Two (2) years of office work experience in an administrative capacity required.
Five (5) years of experience in the elevator trade or industry required.
Knowledge Skill & Abilities (KSAs):
Must have strong organizational skills in maintaining records and files.
Must possess proficient oral and written communication and presentation skills.
Must communicate effectively with a wide variety of people from diverse backgrounds.
Must have the ability to develop and create contract documents; read understand and write reports or correspondences and interpret diagrams drawings site and floor plans.
Must have the ability to understand contract documents policies terms and conditions.
Must have the ability to work independently reason logically work under pressure adapt to various circumstances and use sound judgment in the performance of duties.
Must communicate diplomatically with elected and appointed officials contractors and tenants.
Must have a valid Texas Drivers License and a good driving record.
Ability to drive a personal or county vehicle to various work sites as needed to accomplish tasks and projects.
Ability to exercise flexibility in accommodating shifting priorities demands and schedules.
Must be competent in Microsoft Windows Microsoft Word and Excel.
Must be able to receive CJIS clearance pass a security check and a drug test as required. This position is Safety Sensitive and will be subject to random drug and alcohol screening.
Education: Associates degree or higher preferred.
Experience: Two (2) years of experience as a contract administrator preferred.
Knowledge Skill & Abilities (KSAs):
Ability to read and interpret documents such as safety rules building mechanical/electrical drawings and technical guides.
Ability to effectively communicate progress status and issues to internal and external customers.
Must have the ability to stoop stand climb frequently lift a minimum of 50 lbs. of equipment (pumps tools ladders) and safely install rigging/lifting devices.
Regularly required to crouch and reach to install/move equipment by bending forward at the waist or by bending legs and spine.
Involves movement between departments floors and properties to facilitate work.
Ability to speak clearly so others can understand you.
Ability to read and understand information presented orally and in writing.
Regularly required to utilize vision abilities allowing reading of printed material drawings and schematics.

Salary Information
Typical Hours Of Work
40 hours per week in eighthour shifts in a 24hour per day/7 day per week operation normally but also subject to early morning evening weekend overtime and Holiday work as required.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines. Regularly required to travel outside between properties in varying weather conditions. May be only maintenance staff member on duty during certain shifts; may be required to work extended periods of time without relief when responding to priority/emergency situations (including overtime type assignments); may require shift work and/or on call duties..Full-Time
