Job Description

Job Summary/Basic Function:

Responsible for providing strategic leadership and oversight of several compliance areas including the Americans with Disabilities (ADA) Act Sections 503 and 504 of the Rehabilitation Act and other related laws. Additionally this position will oversee the universitys Minors on Campus Coordinator and responsibilities related to policy 12060 (Protection of Minors) as well as the Digital Accessibility Coordinator. This position will serve in a leadership role alongside the AVP for Compliance aiding with institutional compliance risk assessments mitigation and monitoring. Finally the position may conduct investigations of policy violations including fraud waste abuse complaints relating to grants and contracts and other matters as needed to support overall university compliance efforts.

Level Scope:

Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages experienced professionals who exercise latitude and independence in assignments. Establishes departmental goals and objectives functions with autonomy. Manages the accountability and stewardship of human financial and often physical resources in compliance with departmental and campus wide goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls with a focus on policy and strategy implementation. Manages systems and procedures to protect departmental assets and requires practical knowledge in leading and managing the execution of processes projects and tactics within one area. May report to a Chair Unit Director or equivalent administrative management.

Essential Functions:

Provide strategic leadership and oversight of the universitys efforts aimed at compliance with the ADA Section 504 and related laws.
Lead periodic selfevaluations of university policies programs and facilities to assess ADA compliance identify areas for improvement and implement necessary modications.
Engage with students employees and the campus community to gather feedback on accessibility concerns ensuring their input informs compliance eorts and policy improvements.
Respond to accessibility barriers by monitoring and responding to identified barriers in partnership with other campus units
Identify patterns and trends related to accessibility and identify steps to proactively prevent and effectively address issues.
Oversee the Minors on Campus Coordinator position and program to ensure the university is using best practices and is mitigating risks in this program area.
Oversee the ADA Deputy Director for Digital Accessibility
Develop and lead education efforts across the campus community in compliance areas in order to create a sustainable education plan for faculty and staff.
Help maintain the universitys compliance calendar.
Stay abreast of changing compliance regulatory requirements and that could create risk for the university.
Provide leadership in relation to the Boise State Compliance Committee.
Coordinate with the EAC and HR regarding accessibility accommodations and process
questions.
Help organize the Compliance Committee and review the need for other compliance committees at the university.
Meet with compliance contacts from around the university as needed.
Audit and assess compliance risks in conjunction with AVP for Compliance and/or Internal Audit Advisory Services.
Develop an overall campuswide compliance work plan.
Write and create compliancerelated documents and reports (i.e. Limited English Proficiency plan).
Manage and oversee the ADA/504 grievance process ensuring that complaints related to disability discrimination and accessibility barriers are received investigated and resolved promptly and equitably in accordance with Title II and University policy.
Perform other duties as assigned.
Ensure the Universitys ADA Notice is published and maintained across appropriate platforms including the website and public locations with clear information about ADA rights and contact details for the ADA Coordinator.

Knowledge Skills Abilities:

Strong analytical and critical thinking skills.
Ability to learn and understand regulatory and legal requirements and also adapt to changes in those areas quickly.
Strong communication facilitation and presentation skills.
Skilled in conflict resolution and problemsolving techniques.
Experience developing and delivering training and educational sessions on compliance issues to a wide range of groups.
Impeccable attention to detail.
Ability to effectively communicate complex information to all levels of campus community members in both oral and written formats.
Ability to maintain confidentiality remain neutral and work under stress.
Strong knowledge of federal and state laws such as Title II Title IV Title VI Title VII Title IX the ADA and Section 504 of the Rehabilitation Act.

MinimumQualifications:

Bachelors degree or equivalent experience plus 5 years of experience writing or interpreting policy conducting investigations or administering compliance programs.

Preferred Qualifications:

Masters degree or relevant terminal degree in law education management public administration public policy human resources or other relevant discipline.
Progressive experience in coordinating compliance with ADA and/or other laws and regulations.
Experience working with individuals with disabilities.
Supervisory experience and providing strategic leadership to a team.

Salary and Benefits:
Salary range is $78478.40 to $94158.48 annually and is commensurate with State University provides a bestinclassbenefits package including (but not limited to):
