JOB TITLE: Communications and Outreach Consultant
TYPE OF CONTRACT: When Actually Employed (WAE) Consultancy
UNIT/DIVISION: Ethics Office (ETO)
DUTY STATION (City Country): Remote or Rome
DURATION: 3 months maximum of 65 days/year
BACKGROUND AND PURPOSE OF THE ASSIGMENT:
The Ethics Office is seeking a Communications and Outreach Consultant to promote a culture of ethics and accountability within WFP.
The Ethics Office is mandated to assist the Executive Director in ensuring WFP functions consistent with the highest standard of integrity as required by the Charter of the United Nations the Standards of Conduct for the International Civil Service the WFP Code of Conduct and high ethical standards. The Ethics Office fosters an ethical culture through a holistic approach. One of the core areas of the Ethics Offices mandate is Communications and Outreach making this area an ongoing responsibility of the Ethics Office.
The Ethics Office Consultant will be tasked with supporting the implementation and roll out of theCommunication Strategy and Plan and also provide key support to the Outreach and Training activities contributing to the achievement of the Ethics Office Strategy ().
The Ethics Office Consultant will work independently and overall will report to the Senior Ethics Officer and collaborate with the rest of the Ethics team as appropriate.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Redefine and implement the Ethics Office annual communications work plan and contribute to the preparation and delivery of training/awareness materials design and delivery of outreach campaigns.
2. Plan and execute communications campaigns that favourably impact the target audience (WFP workforce) in order to raise ETOs profile and visibility.
3. Lead the rollout of various tupes of awareness campaigns e.g. the polical activities campaign to promote and increase the understanding of the does and donts during political elections.
4. Facilitate and oversee the generating of a range of specific ethicsrelated visibility content including text photos videos and audio for use across a range of integrated online platforms in order to support global and countrybased activities.
5. Consolidate and analyse outreach monitoring data identifying trends and issues presenting clear recommendations and influencing management to improve effectiveness of communications strategies.
6. Create update and make improvements to awarenessraising communication and training materials in various forms including written and visual reports PowerPoint presentations videos and communications materials for different types of activities/meetings on a variety of ethics topics and for a variety of audiences.
7. Ensure communication products are designed and delivered in a manner that effectively conveys the desired message to the targeted audience and is costefficient.
8. Lead in the support to the delivery of the training modules on ethics values principles and standards of WFP both online and inperson.
9. Manage and plan 1to1 Ethics Briefings between the ETO Director and newly appointed CDs and DCDs to present the strategic objectives of the Office and capture how ETO can increase its effectiveness in the support provided to countries.
10. Strategic lead of the outreach package to promote Ethics in Emergencies with simple relevant content that is relevant for senior management at field level.
11. Lead the Ethics in the Field project in connection with ETO missions and ensure the completion and launch of video contributions already in progress from Ethics missions.
12. Update organize and launch the targeted Diwali gifts and the endofyear gift communication campaigns as necessary.
13. Manage the Ethics Offices presence on WFPs internal and external webpages.
14. Maintain a wellorganized and updated archiving/library of communication and training materials on ETOs Sharepoint site.
15. Build positive and effective collaboration and relationships internally within WFP in particular with the Communications function and externally across the United Nations (Ethics Panel of the United Nations Communication subgroup) and with the Romebased Agencies to align messaging and activities as appropriate.
16. Proactively propose initiatives and make recommendations and any other task that might be required to deliver on the ETO Communication Strategy and Plan.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Execution of planned activities as specified in the Ethics Office Communications Strategy and Plan and in the Outreach and Training Strategy.
2. Development of the ETO visibility campaign including the phased launch of ethics bitesized modules and the Ethics Office video
3. Development and roll out of the Ethics minicampaigns for selected COs
4. Regular posts internally on ethics topics and Ethics Offices relevant activities.
5. Expansion of content of internal and external webpages and other online presence.
6. Timely and accurate production of outreach tools templates PowerPoint presentations and other materials for internal and external use as requested.
QUALIFICATION & EXPERIENCE REQUIRED:
EDUCATION: University degree in political science communications ethics and compliance other social sciences or relevant field.
EXPERIENCE: Minimum of 5 years of relevant experience in the field of communications advocacy and outreach
High standards of ethics and ethical conduct impeccable integrity and respect for confidentiality.
Remote working is acceptable with the ability to travel to Rome and other WFP locations for work as required
KNOWLEDGE & SKILLS: Knowledge of WFP especially direct experience in field operations context is a plus
LANGUAGES: Fluency in oral and written in English. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language desirable.
