Main Purpose of Job

This position is the Assistant Director for Child Support and is a member of thelocal Agency Directors Executive Staff. This position is responsible for the establishment ofgoals priorities policies budgets procurement/contract management and performance standardsfor the Child Support Division. This position is also responsible for the administration andoversight of the Child Support Program in Allegany County and compliance with all applicablefederal and state laws and regulations.

POSITION DUTIES

  • Provide administration oversight and personnel management tothe child support program. Develop implement and monitor budgets andcontracts pertaining to the child support program; create assessimplement and reengineer programs policies and procedures to meetcustomer needs and internal objectives; and develop and implement strategiesto meet or exceed federal state and local goals.
  • Direct supervise and provide leadership to staffperforming child support functions; assure quality and timely completion of performance evaluations; administer all other personnel activities for the division including recruitment human resource development and maximizing staffing resources to accommodate the changing needs and priorities of the child support program.
  • Develop comprehensive strategies and coordinate theintegration of the child support programs within the department and in partnership with other community stakeholders to support the mission of the department and DHR. Coordinate the resolution of specific legal issues in complex child support cases.
  • Provides consultation and guidance to Agency DirectorAdministrative staff and community with regard to Child Support Programs.
  • Coordinate the operations of the local Child SupportProgram with Cooperative Reimbursement Agencies and participate in the development review approval and monitoring of annual contracts for same. Assure the integrity of child support operations through adherence to internal control requirements maintenance of required records completion and use of required reports and participation in audits/reviews. Coordinate program and fiscal operations administering an effective interface.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered and to appear on the list of people eligible for hire. Please read all requirements before applying.

Experience:Eleven years of experience seven years of experience in administrative professional or technical work two years must have involved supervision of other employees or exercisingresponsibility for program development and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices andorganizations.

Notes:

1. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university and seven years of experience in administrative professional ortechnical work two years must have involved supervision of other employees or exercising responsibility for programdevelopment for the required experience.

2. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a yearforyear basis for up to sixyears of the required nonsupervisory general experience.

3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a yearforyear basis for the required experience two years must have been in an administrative supervisory or consultative capacity.
