Job Description

Responsibilities

At Noblis and Noblis ESI we have excellent teams of smart collaborative proactive experts and professionals. We are actively seeking to identify personnel to join our team of talented professionals who possess the experience vision commitment and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS)s Science and Technology (S&T) Directorate.

Technology and threats evolve rapidly in todays everchanging environment. In response the DHS S&Twas established by Congress to provide innovative scientific and technical solutions to the nations homeland security challenges. S&T is the primary research and development arm of DHS and manages science and technology research from development through transition. Within S&T Mission and Capability Support (MCS) executes Research Development Test and Evaluation (RDT&E) to transition solution approaches technologies and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG) Transportation Security Administration (TSA) Customs and Border Protection (CBP) U.S. Secret Service the Federal Emergency Management Agency (FEMA) Immigration and Customs Enforcement (ICE) the Cybersecurity and Infrastructure Security Agency (CISA) Federal State Local Tribal and Territorial (FSLTT) first responders and the larger Homeland Security Enterprise (HSE).

This Program Analyst CBRN role will provide technical and programmatic support to DHS S&T as part of a multidisciplinary team of highperforming professionals supporting the clients most vexing technical and technological challenges and developing solutions to counter current emerging and future homeland security threats. Specifically the selected candidate will support S&T by assisting with the development administration and coordination of RDT&E portfolios programs and projects.

The successful candidate will be selfmotivated; operate well in a matrixed environment; be able to learn digest and provide scientific and technical guidance on a broad spectrum of technical subjects; and be able to distill and communicate complex technical concepts to enable nontechnical managers to make informed decisions and to communicate R&D impact to senior officials and policy makers. A technical background in science engineering or CBRN is not required so much as a strong grasp on program and project management fundamentals and a deep desire to develop and maintain project processes build documentation and portfolio strategy engage and communicate with multiple stakeholders and an eagerness to learn the field. Experience with and enthusiasm for stakeholder engagement and requirements development is a major plus.

The responsibilities of the team member may include:

  • Assisting with the development and administration of RDT&E contracts to include tasks such as: development of solicitation material administration of source selection reviews and assessing technical solutions.
  • Monitoring project performance and reviewing deliverables to ensure technical programmatic and financial goals and objectives are met and identify possible program risks.
  • Engaging and coordinating routinely and adhoc with a wide range of internal and external stakeholders
  • Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
  • Organizing directing and coordinating planning and production of all activities associated with assigned task order projects.
  • Providing support to S&T leaders in their continued engagement with DHS customers on the receipt prioritization and regular reporting of their operational capability gaps
  • Providing data collection and analyses of user requirements and of existing and emerging systems capabilities and technologies.
  • Performing routine tasks including but not limited to scheduling writing internal memos maintaining and updating Program Management records filing intranet website maintenance preparing and reviewing presentations records maintenance and coordinating daily operations of the assigned program.
  • Assisting with planning technology transitions to the respective operational customer.
  • Attending meetings workshops conferences and program reviews at the direction of the program or project manager to provide programmatic and technical review record meeting minutes and contribute to the program management dialogue with performers.
  • Providing assistance in managing and responding to programaligned S&T Executive Secretary data calls compiling information and preparing information for reporting to senior leadership.
  • Supporting the identification assessment evaluation and testing of existing and emerging technologies systems and capabilities including: coordination with related government academic and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

Notes: This is a hybrid role with the expectation of availability to work from the client site at least weekly. Must be able to commute to the DC metro area. This role may require nonlocal travel (limited 23x/year) and some DC metro area local travel.

Required Qualifications

  • BA/BS and 5 years of relevant experience or MA/MS and 3 years of experience
  • SECRET clearance or eligibility to receive a SECRET clearance
  • Eligibility to obtain DHS Suitability.
  • Experience in program and project management either within the government or in other RDT&E environments
  • Strong communication skills
  • Must be comfortable working in scientific programs

Desired Qualifications

  • Security Clearance (minimum SECRET up to TS/SCI desired) and DHS Suitability are highly preferred
  • A desire to learn the DHS S&T mission and to deliver dataenabled solutions to the Homeland Security Enterprise
  • Experience providing program and/or project management support on research and development contracts throughout the research lifecycle from project development activities to requirements gathering to project closeout
  • Experience with diverse stakeholder engagement and/or crossdepartment coordination
  • Familiarity with biological and chemical threats; knowledge of relevance to agricultural (livestock and crops) systems and infrastructure preferred
  • Experience monitoring project development performance and reviewing deliverables to ensure technical programmatic and financial goals and objectives are met and identify possible program risks.
  • Experience in policy writing and analysis and/or executive level briefings
  • Experience training or interest in gaining technical experience serving DHS Mission Areas such bio or chemdefense agricultural defense or CBRN risk assessment
  • Ability to work in a dynamic fast paced teamoriented environment demonstrate teamwork and initiative and function productively in the face of new assignments and the reprioritization of existing assignments
  • Excellent communication collaboration and presentation skills. Proven resultsoriented problemsolving abilities. Experience with developing presentation graphics and/or spreadsheet tools
  • Experience providing guidance feedback and consulting services to federal program managers
  • Experience developing budgets and prioritizing resources
  • Experience facilitating resolution of customer requirements including helping to identify and document capability gaps formulate and develop technological solutions and participate in and contribute to strategic discussions
  • Experience preparing and reviewing presentations reports project schedules and weekly status inputs
  • Experience supporting the development and production of architectures organizational charts and operations plans and procedures to include program Standard Operating Procedures
  • Experience supporting DHS components and agencies either operationally or through project management

Compensation at Noblis is determined by various factors including but not limited to the combination of education certifications knowledge skills competencies and experience internal and external equity location clearance level as well as contractspecific affordability organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or oncall staff compensation is proportionately adjusted based on hours worked. While monetary compensation is important its just one component of Noblis total compensation package.
