Job Description

ROLE SUMMARY

The Director Oncology Payer Strategy & Regulations role impacts the ability to achieve business objectives by providing strategic guidance on access pricing and payer landscape evolution for the Pfizer Oncology portfolio.

In collaboration with crossfunctional partners the Director Oncology Payer Strategy & Regulations will prepare the GAVOncology franchises and brand teams for success within the evolving access pricing and payer landscape.

This position will monitor and assess the impact of critical payer regulations like the Inflation Reduction Act (IRA) and European HTARegulation as well as other payer regulations at regional and country level and will provide strategic guidance on the implementation of these regulations into oncology access strategies.

The Director Oncology Payer Strategy & Regulations will be translating insights from the external payer landscape into business opportunities and inform pricing access and value evidence strategies for oncology brands and will deliver crossportfolio access strategies. Knowledge of HTA pricing and reimbursement systems in key countries and understanding interdependencies will be critical for success in this role.

The Director Oncology Payer Strategy & Regulations will partner closely with GASPO and HVEO colleagues during the OP process to assess risks and opportunities for the respective brands driven by the external payer landscape.

This position will function with a One Global Access and Value (One GAV) mindset and work in a closely aligned manner with the other GAV colleagues and crossfunctional partners including but not limited to global and regional commercial medical and policy teams and external engagement teams. This position reports to the GASPO Portfolio and Market Engagement Team Lead within GAVOncology.

OVERALL

  • Understand the evolving global oncology market access and payer landscape in key markets globally and the impact these have on access strategy and pricing of oncology brands
  • Monitor anticipate analyse and prepare the organization to navigate through emerging access pricing & reimbursement regulations in key markets.
  • Communicate effectively to GAVO and crossfunctional partners on the evolving payer and policy landscape and its impact on oncology brands.
  • Oversee GASPO awareness understanding and strategic implementation of critical payer regulations such as the IRA and EU JCA as well as other global payer and policy regulations like joint procurement in the EU.
  • Collaborate with country regional and global crossfunctional partners (CA&V HV&EO GPPAO USMA Medical Commercial) to codevelop the external engagement strategies to communicate the unique value of Pfizers oncology portfolio.
  • Identify opportunities for thought leadership and external engagement as well as relevant collaborations to advance the crossportfolio deliverables.

ROLE RESPONSIBILITIES

  • Deliver crossportfolio and abovebrand access & value initiatives for GAVOncology and drive external engagement initiatives with access stakeholders (e.g. policymakers payers HTA bodies and industry trade associations) and accessrelated market development activities for oncology.
  • Operationalize and update Pfizer Playbooks and resources (e.g. IVAS) to guide oncology pipeline and inline Access Matrix Teams (AMT) on IRA (US) and EU HTA requirements as well as other global payer and policy prepare oncology brand teams for these new payer regulations.
  • Develop and implement crossportfolio oncology strategic access plans to operate optimally in the rapidly evolving external landscape and prepare the oncology brands
  • Partner closely with GASPO and HVEO during the OP process to assess risks and opportunities for the respective brands driven by the external environment and payer regulations.
  • Partner with GPPA and Government Affairs colleagues to update external landscape guidance documents to ensure uniform organizational understanding and readiness for major payer and policy changes with significant access and business impact.
  • Engage with markets to establish Oncology community of practice reflective of unique market access requirements and opportunities for oncology medicines and enable a consistent approach to global / local ways of working across all oncology brands and AMTs in close partnership with GAV functions ( HV&E USMA IMAX) key markets and crossfunctional partners.
  • Codevelop external engagement strategies to communicate the unique value of Pfizers oncology portfolio.

BASICQUALIFICATIONS

Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers develop and coach others oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

  • Bachelors degree minimum required.
  • 8 years of experience required with Bachelors; 7 years of experience required with Masters / MBA; 5 years of experience required with PharmD / PhD preferably in pharmaceutical industry or related consulting services sufficient to have developed a deep understanding of the global and US payer and market access environment.
  • Excellent oral and written English communication skills required
  • Knowledge of critical payer regulations impacting oncology assets.
  • Extensive experience in access policy HTA systems payer strategy and pricing within the pharmaceutical or biotechnology industry.
  • Deep understanding of HTA pricing and reimbursement systems in key countries like Germany France Japan China.
  • Strong understanding of the oncology therapeutic area and the global payer landscape.
  • Proven ability to collaborate effectively with crossfunctional teams and external stakeholders.
  • Excellent strategic thinking analytical and communication skills.
  • Ability to clearly communicate messages across levels of management.

PREFERRED QUALIFICATIONS

  • Advanced degree in a healthcare business policy or economic field preferred (PharmD PhD MBA MPH MSc ...)
  • Experience in Government Affairs Policy or Corporate Affairs is desirable.
  • Country level HTA and negotiation experience is desirable.
  • Strong knowledge and understanding of drug development process.
  • Pharmaceutical business including experience in strategy development and interaction with customers.
  • Strong project management abilities (contracting budgeting vendor management) essential.
  • Demonstrated ability to manage multiple projects involving complex processes significant budget competing deadlines and rapidly shifting priorities.
  • Excellent interpersonal skills required; ability to understand and respond to multiple internal and external customers and influence in a matrix environment.
  • Skilled in functioning within a matrix organization where managing through influence is required and experience of managing people in a crosscultural environment.

The annual base salary for this position ranges from $169700.00 to $282900.00. In addition this position is eligible for participation in Pfizers Global Performance Plan with a bonus target of 20.0% of the base salary and eligibility to participate in our share based long term incentive program.
