We are hiring an Audit Field Compliance Assistant ManagerSales Tax (Senior Public Service Administrator opt. 2A) for the Field Compliance Sales and Miscellaneous Tax Section within the Audit Bureau located in Des Plaines IL. This position is responsible for coordinating and managing sales and miscellaneous tax auditing activities maintaining and implementing policies and procedures and serving as fullline supervisor for sales and miscellaneous field tax staff. Essential Functions

  • Subject to management approval serves as the Audit Field Compliance Assistant Manager for Sales and Miscellaneous Tax.
  • Provides advice and assistance to subordinate staff in resolving highly controversial and complex cases within the framework of applicable laws rules and regulations.
  • Reviews and analyzes statistical reports of results or activities of staff performing Sales & Miscellaneous Tax audits to assess and evaluate operational efficiency adherence to IDOR rules and regulations and to ensure uniform application of applicable tax laws and IDOR policies and procedures.
  • Serves as full line supervisor.
  • Conducts conferences with taxpayers accountants attorneys officials and others to explain findings in the more controversial or sensitive issues.
  • Develops recommends and implements operating policies procedures work and performance standards.
  • Participates in upperlevel management staff meetings regarding operating policies procedures and staffing requirements and/or provides input into program and policy development.
  • Coordinates assigned geographical area activities with other areas of IDOR to ensure proper flow of work assignments.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in accounting auditing finance business administration business management public administration statistics law or a related field.
  • Requires prior experience equivalent to four (4) years of responsible administrative experience in state and/or federal tax auditing.

Preferred Qualifications

  • Four (4) years of experience developing and managing a compliance program area (including overseeing staff managing special projects etc.)
  • Four (4) years of experience in the process of auditing and conducting audits.
  • Four (4) years of responsible administrative work experience in state or federal tax auditing working with the Federal Income Tax Act and relating its provisions to specific issues.
  • Four (4) years of experience working with various tax laws rules regulations court decisions and related acts administered by the State of Illinois.
  • Four (4) years of supervisory experience that includes staff development application of discipline evaluating employee performance determining staffing needs and establishing employee goals and objectives.
  • Four (4) years of experience using GenTax MyTax Illinois or similar tax software systems.
  • Four (4) years of experience with the grievance and discipline processes contained in bargaining unit contracts.
  • Four (4) years of experience speaking to various groups to convey policy and procedures in a manner easily understood by diverse audiences.
  • Intermediate proficiency with Microsoft Excel of similar spreadsheet software.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprintbased background check.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate. Requires appropriate valid drivers license.
  • Requires access to an automobile for travel during performance of job duties.
  • Requires the ability to use and secure a state issued mobile device e.g. cellular phone laptop computer tablet etc.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings.
