Are you looking for a new challenge in a highprofile and fastmoving policy area

The Concessionary Travel and Community Transport Policy Team is based within the Bus Strategy and Funding Policy Unit which is part of Transport Scotlands Bus Accessibility and Active Travel (BAAT) Directorate. The teams work is focussed on developing and sustaining concessionary travel policy in relation to bus travel. This includes the highprofile National Concessionary Travel Schemes which provide free bus travel to over 2 million people aged 60 and over eligible disabled people and those aged under 22 with the schemes having an annual budget of over 400 million.

Responsibilities

  • Take a leading role on the development of policy and new legislation for the National Concessionary Travel Schemes for bus;
  • Develop and implement options to tackle antisocial behaviour on buses including a process for the suspension of concessionary travel and a behavioural code for concessionary scheme users;
  • Collaborate with the bus industry to enhance guidance and education on antisocial behaviour on buses and learn from the success of initiatives elsewhere in the UK and abroad and their potential for Scotland;
  • Provide highquality written policy advice and briefings and effective verbal communication for Ministers and others as required;
  • Lead on the drafting of impact assessments and work closely with legal colleagues to ensure that policy is fair and robust.
  • Maintain and establish productive relationships across Transport Scotland Scottish Government and externally including with Police Scotland Local Authorities and bus operators to ensure policy success.
  • Support the team on work to revise reimbursement rates for the National Concessionary Travel Schemes and annual SSI developing strong and productive working relationships with internal and external stakeholders to do so.
  • Support work to deliver free bus travel for people seeking asylum working at pace and to a high quality so the benefits can be delivered quickly.
  • Engage with wider teams in BAAT to support the work of bus futures identifying options for more effective and successful bus services in Scotland.

Working Pattern

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options depending on the needs of the role. If you have specific questions about the role you are applying for please contact us.

Location

This post is based inGlasgow or Edinburgh with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata.
