About the Agency

The Illinois Prisoner Review Boards mission is to function under statutory authority as a quasijudicial body with a primary focus on public safety. It further acts as a checks and balances on other state and local institutions. The Board imposes release conditions for incarcerated individuals who are exiting penal facilities revokes and restores good conduct credits from inmates and conducts hearings to determine whether parolees have violated conditions of parole. The Board also notifies victims and their families when an inmate is about to be released from custody. Finally the Board makes confidential recommendations to the Governor relative to clemency petitions.

Essential Functions

  • Serves in a journey level professional capacity performing complex confidential and specialized professional duties in Labor and Human Resources administration activities for the Prisoner Review Board handling all aspects of the hiring process.
  • Provides advice interpretation and instruction to management and staff as to Human Resource procedures eligibility for examinations career development upward mobility leaves of absence Family Medical Leave Act (FMLA) and other employee concerns and issues.
  • Assists agency timekeeper with timekeeping functions.
  • Conducts special projects studies and research for the Labor Relations/Human Resources/Equal Employment Opportunity (EEO) Manager.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Requires two (2) years of professional experience conducting State of Illinois hiring processes including preparing bid records hiring packets conducting interviews and utilizing Success Factors and Docuware.
  • Requires two (2) years of professional experience utilizing the State of Illinois Personnel Code Rules Position Classifications Plan Pay Plan collective bargaining agreements and comprehensive employment plan to perform hiring functions.

Preferred Qualifications

  • Prefers two (2) years of professional experience conducting interviews hiring preparing bid records hiring packets and using electronic hiring processes within Success Factors or an equivalent software program and Docuware.
  • Prefers two (2) years of professional experience utilizing personnel codes rules position classification plans pay plan for collective bargaining agreements and comprehensive employment.
  • Prefers verbal and written communication skills to prepare information with precision and clarity.
  • Prefers the ability to gain and maintain cooperative working relationships.
  • Prefers demonstrated multitasking skills to coordinate and complete multiple competing priorities.
  • Prefers proficiency in Microsoft Office products including Word Excel SharePoint Outlook and Teams to manage documentation track data and enhance communication and collaboration within an HR setting.

Conditions of Employment

  • Ability to successfully pass Department of Corrections and Illinois State Police background check.
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509) Fines and penalties apply to untimely filings.

Position Marketing Statement

The Illinois Prisoner Review Board is seeking to hire a motivated selfstarting Human Resource Specialist for the Administration Unit. The Human Resource Specialist is directly under the Chief Administrative Officer and will maintain and manage the agencys personnel unit. The ideal candidate will be able to work well with the public staff and Senior Management. The position will serve in a journey level professional capacity performing complex specialized professional duties in human resources contracts reports and data gathering.As the Human Resource Specialist and employee of the State of Illinois the selected candidate will have access to state healthcare benefits and a pension plan.
