SALARY INFORMATION

This position is scheduled to receive salary range increases on the following dates:

Effective June.00% increase

Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

AUDITORCONTROLLER

The mission of the AuditorController Department is to promote public oversight provide accountability and support financial decisionmaking for the County. As the AuditorController Department carries out its vision and mission it will conduct business with the highest ethical and due diligence standards and demonstrate commitment to the public other County departments and agencies and its own employees.

THE OPPORTUNITY

The Fiscal Manager (Central Payroll & Employee Benefits Manager) leads a team of payroll specialists who is responsible for the accurate and timely completion and submission of over 18000 biweekly payroll transactions IRS and EDD Tax Reporting and payroll journal vouchers. The position creates and sets payroll policies provides payroll guidance and enforces compliance with the Memoranda of Understanding (MOUs) between the County and various rep units. This position also provides financial services on Employee Benefits accounting and act as a liaison between AuditorController Office and CEO Employee Benefits. The Fiscal Manager must be familiar with policies rules and regulations in order to effectively resolve conflicts and troubleshoot potential payment or calculation issues. Frequent interaction with various department/agency personnel and outside vendors requires tact and diplomacy. The Fiscal Manager will also be responsible for the supervision of management and nonmanagement level staff including conducting performance evaluations coordinating training and hiring while promoting a culture of accountability and teamwork and other duties as required.

DESIRED QUALIFICATIONS AND CORE COMPETENCIES

Five (5) years of accounting finance and/or human resources experience; must include three (3) years of payroll experience and one (1) year of lead/supervisory experience.

Applicable experience/training includes overseeing and directing payroll policies and procedures complying with federal and state laws and regulations supervising a payroll team maintaining accurate payroll records and coordinating payroll activities with HR Systems and accounting departments

In addition to the minimum qualifications the ideal candidate will demonstrate experience and/or training in the following areas below:

Technical Knowledge Technical Experience

  • A Valid Certified Payroll Professional (CPP) license is highly desired but not required
  • Understanding of policies rules and regulations regarding County procedures.
  • Understanding of internal controls and risk management.
  • Experience with the use of accounting applications software and/or systems such as MS Excel MS Word CAPS Finance and Purchasing System and payroll/human resource applications such as CAPS HR and Payroll System or cloud based HR/Payroll platform.
  • Experience with processes methods and techniques related to accounting and payroll policies.
  • Handling sensitive payroll information
  • Overseeing internal payroll audits to maintain accuracy and regulatory compliance.
  • Knowledge of Federal and State statutes codes laws regulations bargaining labor agreement related to payroll and benefit processing calculations and reporting requirements

Problem Solving and Analysis

  • Creating and enforcing payroll policies and procedures that align with organizational goals.
  • Analyzing data identifying errors and reconciling complex payroll issues and finding solutions
  • Analyzing functional requirements interpret rules regulations policies and collective bargaining agreements
  • Exhibiting innovation and creativity in identifying and resolving problems as they occur.
  • Working effectively in group problem solving situations.
  • Anticipating potential issues and addresses them proactively and appropriately.
  • Is a change agent champion and anticipates and/or quickly responds to program mandate and/or organizational changes through the use of effective project management skills.

Leadership Supervision

  • Ensuring adherence to federal state and local regulations and mitigating risks related to tax and labor law compliance.
  • Leading confidently by taking personal responsibility for decisions and facilitates issue resolution.
  • Looking for ways to streamline processes or create efficiencies.
  • Directing payroll operations supervising staff and providing strategic guidance.
  • Managing and evaluating staff performance including training and coaching staff coordinating deadlines prioritizing work demands and assigning/monitoring work Is accountable for personal and unit performance and goal achievement and maintains sufficient content and knowledge to perform all aspects of the job effectively.
  • Keeping staff informed of updates or changes to policies or procedures affecting their work.
  • Facilitating groups and building consensus using persuasive reasoning.

Effective Communication

  • Communicating effectively and apply interpersonal skills when interacting with employees coworkers human resources finance and IT to integrate payroll processes with broader organizational systems and initiatives.
  • Excellent oral and written communication skills.
  • Presenting ideas and complex material clearly concisely logically and persuasively both orally and in writing.
