Raytheon is looking for an experienced Procurement Manager to join its exciting and growing Electronic Warfare Systems (EWS) Acquisitions team in Goleta CA. This position will support the Advanced Products & Solutions SBU (Strategic Business Unit) and reports directly to the Sr. Manager of Procurement and Subcontracts for EWS.
What You Will Do:
In this role you will develop and manage a portfolio of major subcontracts and procurement activities. You will participate in gate reviews and capture/proposal efforts as well as facilitate relationships across organizations and suppliers. You will ensure all subcontracts and purchase orders are fully compliant to policies/procedures and to the Federal Acquisition Regulations.
Perform procurement and supplier management functions in support of U.S. Government subcontracts. Administer and care for high dollar FFP/Cost Type major subcontracts from $100K to in excess of $50M in value.
Develop the overall sourcing and procurement activities from development through production and final contract close out.
Develop tactical and strategic aspects of supplier relationships. Monitor and care for incoming supply of materials to fully support MRP and selfguided demand; includes interface with functional and internal support organizations such as Integrated Product Teams (IPT) Engineering Production Control Operations and Material Program Managers and Program Office.
Develop supply chain strategies and alternatives. Develop solutions to problems of unusual complexity that require a high degree of ingenuity and creativity. Perform risk analysis including identifying supply chain risks opportunities potential impacts and mitigation plans.
Lead the supplier management team and be the focal point for subcontractor performance. Includes: RFP generation Review adequacy of requirements flowdown; Development of negotiation strategy and lead multifunctional negotiation teams; Negotiation of price delivery payments and all contractual terms; Purchase order Placement and maintenance; Earned Value Management; Milestone monitoring and completion assessments.
Communicate clearly be proactive in a very fast paced environment flexible innovative work with speed and agility yet be thorough and facilitate tasks to completion.
This position is a hybrid role and the candidate will work with the hiring manager to set schedule (estimate of 23 days per week onsite in Goleta).
This position works a 9x80 schedule with every other Friday off.
Qualifications You Must Have:
Typically requires a Bachelors and a minimum of 8 years prior relevant experience or an Advance Degree in a related field and a minimum of 5 years experience.
Experience with DoD procurement/subcontract compliance with Public Laws Policies Federal Acquisition Regulations (FAR/DFAR) and ITAR and import/export requirements.
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
Experience in leading formal negotiations (price schedule and supplier exceptions to contractual flow down requirements as well as standard Terms and Conditions)
Experience with supplier management
Experience with supporting procurement and subcontract management teams
Experience working in an Integrated Product Team (IPT) environment
Experience interfacing with internal customers and all levels of organization
Experience developing and delivering presentations(verbal and/or written) to key stakeholders
Knowledge of import / export regulations (ITAR/EAR)
Active Security Clearance: DOD or SSBI preferred
Required Education: Bachelors degree in Supply Chain Business Administration or similar
Will consider 8 additional years of professional experience In Lieu of a completed Degree (16 years total experience)
