Job Summary:

The Financial Analyst (FA) class is the journeyman class for the DCS Budget & Finance. The FA assigned to one or more programs or subprograms under the direction of a Principal Financial Analyst and prepares a variety of fiscal and operating reports. The analyst performs detailed fiscal and cash analysis for all assigned areas and serves as the primary point of contact for their assigned programs. The position provides financial expertise to department and programmatic management federal and other grantors on financial matters pertaining to assigned programs including budget cash management reconciliation compliance with state and federal regulations federal reports forecasts and monitoring for assigned programs. Also provides financial expertise through a Budget Director to the Chief Financial Officer (CFO) General Accounting Office and the Treasury Department; communicates with other Administration staff and completes assignments in a timely manner with a quality work product.

Job Duties:
  • Act as the single point of contact between DCS Budget Office and all assigned areas providing guidance and customer support. Attend formal and informal meetings to ensure proper knowledge of assigned programs and adequate communication with programmatic personnel. Prepare appropriate materials for those meetings.
  • Research and analyze expenditure and revenue trends for the purpose of reporting fiscal position preparing external and internal reports and preparing forecasts.
  • Determine funding needs of assigned programs and initiate transactions including transfers draw downs deposits journal vouchers expenditure corrections expense budget loads and modifications appropriation loads and modifications and other like documents.
  • Identify research review analyze and establish possible impacts of proposed/pending federal and State legislation policy changes or funding modifications for assigned areas.
  • Develop and maintain fiscal summary information/resource information for assigned areas including data such as case load statistics historical funding patterns fund sources etc. Prepare in depth costbenefit analyses break even analyses etc.

Knowledge Skills & Abilities (KSAs):

Knowledge Of:

  • Governmental accounting and fiscal principles
  • The budget process; principles and practices of administration with special reference to organization
  • Fiscal management and budgetary control
  • Statistical analysis and theory
  • Reviewing preparing and writing reports
  • Office practices and procedures.

Skills In:

  • Verbal and written communication
  • Initiating expenditure corrections journal vouchers cash receipts within the states and the agencys automated systems
  • Computer utilization
  • Analysis and interpretation of financial data

Ability To:

  • Do difficult analytic work
  • Write and speak with clarity
  • Monitor appropriations revenues and expenditures
  • Schedule and prioritize assignments
  • Develop annual budget requests for assigned area and act as a single point of contact for assigned programs
  • Serve on crossteam task groups as necessary
Selective Preference(s):

The ideal candidate will possess a Bachelors degree in accounting finance economics or business administration with a specialty in accounting finance or economics from an accredited college or university; OR a Masters of Business Administration Public Administration or related field such as accounting finance finance or economics from an accredited college or university.

PreEmployment Requirements:

The ability to secure and maintain clearance from the DCS Central Registry.
