I. Introduction

Provides daytoday administrative and professional support and facilitates initiatives and endeavors of broad scope and considerable complexity under the general direction of the Vice President for Community Colleges (VPCC). Duties include but are not limited to: representing the VPCC in a liaison role and communicating on behalf of the VPCC on matters requiring the exercise of independent highlevel decision making initiative and discretion on matters which have been assigned and are not otherwise the responsibility of an Associate Vice President; working with UH System governmental business and community representatives and constituencies regarding UHCC System management and operations tracking business educational and community partnerships and opportunities; and overseeing activities associated with outreach and other resource development initiatives.


II. Duties and Responsibilities

Provide highlevel professional support andfacilitates initiatives fortheVice President for Community Collegesin assignments and endeavors of broad scope and considerable and direct systemwide projects with crossprogram implications such as implementation of future planning. Conduct research and evaluation into areas pertaining to the Community Colleges in the academic administrative and student/community services areas.


Represent theVice President for Community Colleges and communicate on theVPCCsbehalf on matters requiring the exercise of independent highlevel decision making initiative and discretion.


Work closely with the Vice President for Community Colleges to anticipate needs and issues and assist other administrative and program personnel as directed by the Vice President for Community Colleges.


Work with UH System governmental business and community representatives and constituencies regarding UHCC System management and operations institutional development and UHCC System projects.


Review policy recommendations from administrative academic and student support personnel and advise Vice President for Community Colleges staff on implications of governmental and UH System policies and programs for UHCC System operations. Research and analyze UHCC System policies and procedures to identify potential problems and possible revisions.


Review and analyze budgets fiscal reports personnel actions collective bargaining agreements grant proposals and reports procurement and travel requests and actions accreditation reports academic program reports and other documents relating to UHCC System academic administrative and student affairs and recommend appropriate action to the VPCC.


Prepare the Vice President for Community Colleges for meetings and presentations with UH executives administrators regents faculty staff as well as Legislators and State/Federal and foreign officials. Prepare background and position papers studies and reports in response to inquiries from the Board of Regents the Legislature or other internal/external groups or agencies or as needed for decisionmaking on current/new program directions.

III. Minimum Qualification Requirements


Masters degree from an accredited college or university and five (5) years of professional experience or comparable demonstrated professional experience.


Demonstrated experience as an administrator or program manager which reflects knowledge of organization and administrative/management principles theories and practices.


Knowledge of programs policies and operations of postsecondary higher education institutions.


Ability to establish and maintain effective and responsible working relationships with faculty staff university officials community groups and external constituents.


Demonstrated ability to conduct research prepare presentations and reports and communicate effectively.


IV. Desirable Qualifications

Knowledge of the University of Hawaii Community Colleges including its goals organization and administrative structure operational policies procedures and practices.


Demonstrated knowledge of issues related to Hawaiis unique economic political business and cultural environment.


Working knowledge and understanding of federal and state legislative procedures executive actions and laws and regulations affecting higher education.
