Our Civil Structures Asset Management office part of the Asset Management and Maintenance division is looking for a Project Manager to manage new and ongoing State of Good Repair (SoGR) engineering services contracts associated with the Metrolinx operating railway corridors that includes planning scope schedule procurement quality and budget objectives while integrating requirements associated with corporate standards guidelines policies and procedures. The Civil Structures SoGR program improves the overall safety quality availability and lifecycle costs of a variety of fixed asset classes such as bridges retaining walls culverts throughout the entire Metrolinx rail network.
What will I be doing
- Develop tender specifications requirements and documents and evaluate submissions and recommend contract awards for management approval.
- Monitor contracts progress to ensure that objectives are delivered on time and within budget and that anticipated business results are achieved; able to explain offplan overages and exceptions.
- Ensure project delivery is in accordance with scope quality assurance and safety requirements as well as cost and schedule.
- Review and manage invoices and negotiate and lead fees cost sharing agreements approvals and contractual claims.
- Oversee contractor work and performance to ensure quality safety and regulatory compliance.
- Report project status and trends to Management and Senior Management including project governance finance risk and scheduling.
- Manage consultant expectations while keeping in line with the program needs.
- Develop monthly annual and multiyear budgets and schedules for management approval and managing capital/operating expenditures accordingly.
- Forecast and verify capital and operating budgets and expenditures allocated to programs/projects to ensure appropriate cost control and proactively managing variances.
- Identify any risks (current or potential) to successful project completion and creating plans to mitigate or avoid barriers/issues and collaborate with stakeholders (internal and external) to ensure corrective actions are implemented.
- Work with Operations SoGR Delivery and Rail Corridor Access teams.
- Create requirements for and reviewing consultant submissions and deliverables together with SoGR recommendations.
- Support the development and implementation of processes to administer the development of Asset Management to support the Civil Structures Asset Class team.
What Skills and Qualifications Do I Need
- A University degree in applied science for Civil Engineering or related discipline from a recognized university or a combination of education training and experience deemed equivalent.
- Demonstrated experience in managing engineering projects from initiation to close out; knowledge in procurement processes to identify opportunities for improvements and cost saving.
- Knowledgeable in and able to deploy project management principles and practices including budget and schedule controls and monitoring review and reporting on overall progress and performance.
- Demonstrated project management experience related to the planning design and construction of Civil Structure Projects and related works.
- Project Management Professional (PMP) certification is an asset
- Knowledge of Railway Bridge inspection and standards (e.g. AREMA Transport Canada) is an asset.
- A valid Ontario Class G drivers license that meets the corporate standard for a good driving record is required to travel to various site locations meetings and operational facilities.
- Ability to obtain CROR (Canadian Operating Rules) Qualification and Metrolinx Personal Track Safety (PTS) qualification and other role related certificates.
- Excellent analytical ability communication skills negotiation skills to collaborate with internal and external stakeholders.
Working Conditions:
- Works a standard 36.25 work week with a requirement to be available outside of regular office hours to maintain business relationships and address worksite issues.
- Frequent exposure to all types of weather conditions and risks (e.g. uneven ground operating equipment) when visiting work/construction sites.
