Description of Job

The Executive Directors Office (EDO) is the backbone of the Colorado Department of Public Safety providing effective administrative and management services to the Departments operating divisions.

The EDO includes the following:

  • The Executive Director and Deputy Executive Director Oversees strategic direction and operations for the department.

  • Administrative Services Office Provides division and departmentlevel administrative and support functions encompassing accounting purchasing and contracts budget logistics services (fleet warehousing material management and fabrication) and property services (property management leasing facilities maintenance construction project management and insurance programs) to support the operations and programs of CDPS divisions.

  • Human Resources Office Supports recruitment hiring evaluation benefits management personnel actions payroll and all other human resources functions.

  • Compliance Office Manages Departmental Policy Risk Management Workers Compensation Program Workplace Investigations Internal Auditing Rulemaking and ensures compliance with state and federal requirements and the States LESO 1033/1122 programs.

  • Colorado Integrated Criminal Justice Information Systems develops costeffective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections Judicial the Colorado District Attorneys Council the Division of Youth Corrections and the Colorado Bureau of Investigation.

  • Office of School Safety assists local schools and communities to create safe and positive school climates for prek through higher education schools in Colorado.


The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

  • Chief Administrative Officers office

  • Accounting Services and Commercial Cards led by the Controller

  • Budget and Policy led by the Budget Director

  • Purchasing and Contracts by the Purchasing Director

  • Logistics Services Section led by the Logistics Director

  • Property Services Section led by the Property Services Director


The Logistics Services Section (LSS) manages the Departments fleet and public safety materials through customer focused actions empowering members of the Department to safeguard lives. There are three major branches that comprise the section: Materials Management Branch (Warehouse) Fleet Management Branch and the Wildland Fire Logistics Branch. Members of these three branches plus the Logistics Services headquarters section provide daily production and support for the equipment and infrastructure necessary to sustain operations for the divisions assigned to the Colorado Department of Public Safety.


The Fleet Management Section within LSS manages operates and provides fleet management services to the five agencies within Colorado Department of Public Safety (CDPS) these services include providing new car upfitting with emergency and safety equipment vehicle repair services monitoring and authorization for the repairs/maintenance of the 1226 CDPS vehicles. Fleet maintenance services are also provided to other State agencies including CDOT DOC DOAG and DOL. The CDPS Fleet Management Auto Shop is a Category 3 vehicle repair State facility. These services are provided in accordance with State Fiscal and State Fleet Management (SFM) rules and regulations vehicle manufacturer specifications. Provide competitive fleet services vehicle parts quality control and vehicle asset management.

About the Job

This position provides program administrative assistance to the EDO Fleet Manager in all aspects of the CDPS Fleet Operations and management. This position works independently with minimal supervision to perform a variety of administrative and fleetoriented program tasks and functions necessary to keep the CDPS fleet program in compliance with CDPS and SFM requirements and guidelines. This includes licensing assignment utilization and the replacement program for a statewide CDPS fleet following the legislative intent of SFM rules and regulations. Determines and coordinates transactions for CDPS fleet assignments. This position serves as the CDPS Fleet project administrator for CARS program (Colorado Automotive Reporting System). This position acts as an IT resource and liaison for CSP troop offices in the operations and functionality of CARS database and other fleet related computer systems. Administers the licensing/titling of all CSP vehicles in conjunction with Department of Revenue (DOR). Administers the titling of all CDPS none State Fleet Management equipment.


Key Responsibilities

CDPS Fleet Administration

Manages the registrations for all CSP vehicles and trailers complying with all emissions regulations. Accountable for the confidentiality of issuing and maintaining the undercover license plates and accountable for the CSP license plate inventory. Manages the fuel card program for the CDPS vehicles. Orders replacement cards for compromised lost or damaged cards. Investigates issues pertaining to fuel card denial. Serves as administrator for the SFM CARS Computer system. Assists CDPS members with accessing and utilizing the CARS system for monthly mileages and preventive maintenance. Serves as administrator for the CSP SharePoint database that tracks the assignment of vehicles and all of the specialty law enforcement equipment attached to the vehicle.


CDPS Vehicle Replacement Program
Assists CDPS Fleet manager in compiling vehicle specifications to procure law enforcement vehicles through SFM annually. Assists in the review and analysis of the bid responses to ensure the specifications have all been met. Makes recommendations to SFM for the vendor to award. Manages the vehicle orders assign new car numbers for CSP vehicle track multiple CSP law enforcement attachments and receive the new vehicles. Initiates the new car paperwork and process paperwork to go to SFM. Coordinates the new license plates registrations and credit cards. Processes paperwork for vehicles going into the shop to be built. Provides SFM with the Vehicle Inventory Form (VIF) to move the new vehicle to Active longterm status from Storage with the appropriate coding and utilization.

CDPS Fleet invoices IT and Database Administration
Database administrator for the SFM CARS database. Tasks performed include authorizing access training password reset and providing support for reports to the Staff support for CSP. SFM requires a monthly mileage be provided in order to bill CDPS for each vehicles usage. Serves as administrator for the NueGov database for all CSP vehicles. These databases track all serial numbers for the law enforcement equipment in a CSP vehicle including but not limit to both of the communications radios radar video camera system and MDC equipment. Initiates invoices for SFM to reimburse the CDPS Auto shop for all work performed on all State vehicles separates invoices for automotive work car washes/fuel and accident repairs are required by SFM.

CSP Delegated Authorization Program
Provides backup to the CDPS Authorization call center. Possesses automotive knowledge required to approve all of the preventive maintenance and repairs to the CDPS vehicles. Enters and authorizes all of the work orders for the new vehicle builds and the auction prep for the vehicles going out of service. Processes all of the tow invoices for the CSP tow truck.

Administrative Duties

Monitors the CDPS WEX fuel card account and ensure that SFM reimburses CDPS for any fuel charged on the CDPS account. Manages Petty cash for LSS branch. Manages the auto shop uniform service account. Processes invoices related to this position. Maintains a current list of available car numbers tracking each sold vehicle. Notifies manufacturers of the new warranty start date for the new cars when they are placed into service. Compiles the monthly Utilization report for all of the CDPS agencies.

  • A combination of related education and/or experience as described above equal to five (5) years.
Preferred Qualifications and Competencies
  • Experience with Colorado Automotive Reporting System (CARS).
  • Comprehensive knowledge and experience in centrally managing fleet specifically law enforcement vehicles.
  • Experience developing technical specifications and standardization option packages for vehicle and equipment acquisitions
  • Experience in asset management software and databases; ability to create unique and standard reports
  • Possesses automotive knowledge required to approve all of the preventive maintenance and repairs to the CDPS vehicles.
  • Proven ability to manage multiple assignments priorities and projects in a demanding environment.
  • Knowledge of commercial or government fleet best practices.
  • Knowledge of Federal and State procurement rules and processes.
  • Fluency in Microsoft Office Suite (Word Excel Access).
  • Ability to take initiative to solve problems in an innovative manner.
  • Strong attention to technical detail and accuracy.
  • Ability to work effectively in both independent and team situations.

Conditions of Employment

  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search reference checking.

  • Must be willing to check in vehicles during inclement weather.
