Job Description

Under general direction the Disability Access Program Manager implements and ensures compliance with the Americans with Disabilities Act Section 504 of the Rehabilitation Act of 1973 and related disability rights laws and regulations; monitors and evaluates Airport facilities and programs for ADA compliance; develops and administers programmatic communication and physical access compliance programs; provides training and assists with coordinating Citywide policies and programs; responds to disabilitybased discrimination complaints filed by Airport guests in accordance with federal grievance procedures; serves as a community liaison; evaluates and inspects facilities maintenance and capital improvement projects for ADA compliance; reviews design and construction documents; and performs other related duties as assigned.

The essential functions of this position include:

  1. Directs evaluates and implements administrative and operational policies practices and procedures required for Airport compliance under the Americans with Disabilities Act of 1990 (ADA) as amended and related state and federal disability civil rights laws and regulations.
  2. Directs evaluates and implements administrative and operational policies and practices to ensure Airport compliance under government entities such as the Federal Aviation Administration (FAA) and the Department of Transportation (DOT).
  3. Supervises and coaches staff on the planning developing implementing of program policies and procedures. Conducts regular performance evaluation and provides guidance on work activities.
  4. Responds to guest requests for information referral or disabilityrelated accommodations. This individual will be key in addressing disabilityrelated guest service issues consulting with airport stakeholders to help address complaints and coordinate systems and processes for improvement; investigates and resolves complaints of discrimination on the basis of disability; and prepares correspondence in response to guest and community concerns.
  5. Leads airportwide efforts to raise standards and disability rights awareness which includes leading an Airport community disability awareness/action committee or council. This will involve working closely with subject matter experts representatives from other City departments and members of communitybased organizations.
  6. Works closely with the Mayors Office on Disability and other public or private groups to interpret City policies and procedures related to accessibility; provides technical assistance to Airport staff through education and training sessions as the Airports ADA subject matter expert; and provides guidance to Airport staff regarding program modifications for persons with disabilities.
  7. Serves as the Airports liaison to the Mayors Office on Disability; represents the Airport at various functions; and participates in appropriate professional organizations.
  8. Prepares and/or reviews comprehensive analytical reports for the Airport Director and Airport Commission concerning access for persons with disabilities including ADA selfevaluation and transition plan reports and technical analysis of new or pending disability laws regulations and court cases working closely with the Airports legal team.
  9. Implements state and federal directives and guidelines for accessible design and construction; conducts site surveys of existing buildings and facilities for compliance with ADA standards; develops technical standards and guidelines; and meets with departmental staff and attends project review meetings.
  10. Performs other duties as assigned.

Qualifications :

1. Education: Possession of a baccalaureate degree from an accredited college or university. AND

2. Experience: Four (4) years of professionallevel experience implementing disability civil rights laws and regulations.

Education Substitution: Additional qualifying experience as described above may be substituted for the required degree on a yearforyear basis (up to the maximum of 2 years). Thirty (30) semester units or fortyfive (45) quarter units equal one year.

One year fulltime employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

  1. Experience implementing disability civil rights laws and regulations in a state or local government setting.
  2. Bachelors degree from an accredited college or university in architecture engineering city planning public or business administration legal studies or a related field.
  3. Possession of a Certified Access Specialist (CASp) certification in good standing with the California Division of State Architect (DSA).
  4. Experience working with disability related communitybased organizations and clients.
  5. Four years of progressively responsible experience developing disability access policies practices and procedures; coordinating reasonable modifications; investigating and mediating complaints of disability discrimination; providing disabilityrelated staff training.
  6. One year of lead or supervisory experience.
  7. Individual possesses clear and concise written and verbal communication skills.
  8. Individual is able to build rapport quickly is a crosscollaborator and is flexible.
  9. Individual is comfortable working independently and under selfdirection.

Nature of Work
Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor to perform strategic and economic analysis analyze manipulate and generate reports; ability to work effectively with managers coworkers contractors and other personnel; and ability to identify issues and problem solve.

Selection Procedures
After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge skills and abilities required for this position.  All candidates responses to the Supplemental Questionnaire are subject to verification. All relevant experience education and/or training must be included in the responses in order to be reviewed in the rating process.

 A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.

Note: Only those applicants meeting the minimum qualifications will be notified of the exact date time and place to report for the examinations. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check including FBI fingerprints and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1 every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director.
