TheCity of Oxnards Housing Department is seeking a EconomicDevelopment Manager with strong project management and leadership skills to be part of the team. This position will lead the Economic Development Division which is tasked with facilitating real estate development leading the revitalization of key corridors and neighborhoods and supporting key economic development initiatives. The ideal candidate will have a broad range of experience which can include a combination of the following: affordable housing development commercial real estate and economic development.

WHAT YOULL DO:

  • Negotiate and prepare agreements and loan documents for affordable housing and commercial real estate transactions.

  • Oversee the management of cityowned real estate assets and enforcement of lease terms.

  • Lead the revitalization of key commercial districts which can include facilitating real estate transactions conducting property owner and business outreach and supporting the attraction of new businesses.

  • Create and/or implement grant and loan programs that support economic development and/or create affordable housing opportunities.

  • Research and prepare complex grant funding applications and proposals.

  • Develop internal and external communication tools for sharing information and promoting business within the city.

  • Act as a liaison and build strong relationships with local business owners county officials and others in the economic development community.

  • Plan manage and oversee the daily operations of the Economic Development Division.


Payroll/Classification Title:Administrative Services Administrator/Supervisor

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents may supervise professional paraprofessional and support level staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures or may serve as lead workers assigning and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline organizational policy or procedure or inconsideration of risk management.

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Administrative Services Analyst Senior in that it provides staff supervision oversees a major financial function or administrative program having citywide impact or performs complex analysis and/or program administration serving as a designated subject matter expert.


WORK SCHEDULE:The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

(This class specification represents only the core areas of responsibilities; specific positionassignments will vary depending on the needs of the Department.)

  • Performs advanced professional financial managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker

  • Provides programs management in assigned area; provides analytical support and coordination of special projects as assigned.

  • Responds to inquiries from internal and external customers; conducts research audits and/or assessments; provides information guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and provides project staff support liaison services and/or general oversight to designated committees external stakeholders or project teams. Monitors and ensures compliance with policy procedures standards and/or regulations.

  • Gathers information analyzes and compiles data identifies requirements and trends and presents findings; prepares updates and maintains records reports presentations and databases.

  • Participates in the development implementation monitoring and evaluation of assigned division program and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions.

  • Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned tomanagement analysis/program administrationmay be responsible for:

  • Providing advanced journeylevel work and staff assistance for the city managers office or in the management of a citywide function;
  • Overseeing a department/division budget;
  • Coordinating the procurement process;
  • Administering contracts;
  • Conducting public information and outreach including media relations;
  • Supervising department/division support staff;
  • Conducting analyses;
  • Reviewing and approving expenditures;
  • Preparing billings and coordinating receivables;
  • Reviewing and/or calculating complex fees;
  • Managing politically sensitive and/or highly complex projects;
  • Representing the City to the media.

Minimum Qualifications

The following are theminimumqualifications necessary for entry into the classification:

EDUCATION:

  • Bachelors degree in business administration finance accounting or related field

EXPERIENCE:

  • Five (5) years of journey level professional experience in area of assignment and two (2) years of supervisory experience

OTHER REQUIREMENTS:

  • Must be able to effectively communicate in English both orally and in writing.

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and webbased enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.

Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.

Employees are required to participate in the Citys direct deposit plan and are paid on a biweekly basis.
