The Strategic Division (SD) supports highreliability organizations including Navy Strategic Systems Programs (SSP) US Strategic Command (USSTRATCOM) Air Force Nuclear Weapons Center and the Department of Energy (DOE) among others. Our support across our client base is expanding rapidly and encompasses important services such as data analytics and visualization threat analysis risk management modeling and simulation cost estimating earned value management program management system engineering independent evaluation and High Consequence Event prevention.

The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning decision making and program management. SSAG integrates deep client knowledge advanced analytics and subject matter expertise to provide timely and objective technical operational programmatic acquisition and policy analysis.

SPA has a near term need for a Computer Systems Engineer/Architect SME for GOC Mission Systems Engineer Systems.

Functions as technical lead for GOC mission systems engineering and managerial oversight for defining GOC system requirements conducting analyses developing solutions and implementing across various engineering disciplines to fulfill the GOC mission and technical objectives. Requires expert knowledge of GOC mission systems. Provides guidance and support to system engineers in applying system engineering principles to develop solutions for system design problems. Recommends and advises on system development improvements optimization or support efforts. Supports risk assessments and analyses using modeling and simulation techniques. Demonstrates capability in systems development analysis integration and design along with proficiency all phases of system analysis techniques system design concepts computer programming languages. Skilled in collaborating with end users to create system designs based on their specifications

Required Qualifications:

• Must maintain a Top Secret (TS) security clearance and access to Sensitive Compartmented Information (SCI) Nuclear Command and Control Extremely Sensitive Information (NC2ESI) North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) programs.
• Bachelors Degree in engineering systems analysis and/or systems architecture.
• At least 17years of experience in strategic deterrence and global strike planning including indepth knowledge of Nuclear Command and Control (NC2) and Nuclear Command Control and Communications (NC3) operations and capabilities strategic nuclear operations joint integrated operations joint warfighting doctrine unified Combatant Command (CCMD) structure and global command and control constructs.
• Knowledge and experience in critical command and control requirements inclusive of NC2 and NC3 operational capabilities and procedures and the operations platforms communications and modes of operations.
• Knowledge of national Department of Defense (DoD) and Chairman of the Joint Chiefs of Staff (CJCS) guidance CJCS Emergency Action Procedures U.S. Strategic Command (USSTRATCOM) Emergency Action Procedures CJCS Instructions and Presidential Policy Directives.

Desired Qualifications:

• Masters or PhD degree in engineering systems analysis and/or systems architecture.
• 7 years or more experience in supporting USSTRATCOM Global Operations Center (GOC) and/or other operations centers at Combatant Commands Joint Staff or DoD levels.
• Experience in the NC2 operational platforms communications and modes of operations.
