DIRECTOR OF FINANCE

Staunton City Schools is seeking an innovative leader who is responsible for financial management of the school divisiondevelopment monitoring reporting and executing of the school division operating and capital budgets grants and other funds long range financial planning and completing the required reports for local state and federal regulations. The Director of Finance is responsible for providing information to the public regarding the financial costs of the school division and advises the Division Superintendent on financial issues; communicates with the School Board and the Chief Finance Officer of the City.
The selected candidate must possess a blend of financial expertise and educational insight. Key skills include forming personal relationships collaborating with various stakeholders and being part of the executive leadership team to drive the districts vision forward.
Essential Functions:
- Directs the overall school system budget and planning operations to include the coordinated development of the annual budgets for the Education Capital Investment Cafeteria Textbook Funds and State Operated Programs; manages fiscal reporting monitoring and compliance;
- Performs costbenefit and policy analyses with a focus on continuous improvement;
- Implements budgetary controls as needed including with respect to School Activity Funds and the Kindness Fund;
- Ensures the School Boards strategic plan informs the school systems budgetary processes to include presenting complex budgetary information to the School Board;
- Makes recommendations to the Superintendent and the School Board on budgeting capital investment and financial strategy issues;
- Establishes and maintains an accountability system for tracking implementation for work process and quality improvements performance measures and customer service initiatives;
- Maintains effective lines of communications with all school principals and department heads to understand the needs of their programs and services ensures that their budgets are sufficient and that their actual expenditures are within their budgeted allocation;
- Provides support to department directors for the management of various state and federal grants and reimbursement programs (i.e. SISNA Title I Title VIB etc.);
- Tracks progress and analyzes trends in achieving various performance/outcome measures in consultation with principals and department heads;
- Prepares and completes the Annual Comprehensive Financial Report (ACFR) Annual School Report Financial (ASRFIN) Maintenance of Effort and Excess Cost Reports;
- Completes monthly financial reports for presentation to the School Board;
- Evaluates the school systems fiscal condition and preparing financial forecasts;
- Maintains communications with City staff providing shared services to the school division including Human Resources Payroll & Benefits and Procurement;
- Coordinates with the Chief Financial Officer of the City with respect to the Operational Funding Formula Capital Investment Plan and annual financial audit and;
- Develops and distributes effective and informative budget materials for the employees community and media.
Skills Knowledge and Abilities:
Comprehensive knowledge of principles of budgeting accounting and systems of financial management particularly as it relates to public schools ; thorough knowledge of generally accepted accounting principles and effective budget practices; thorough knowledge of school administration as it relates to fiscal and strategic planning; general knowledge of personnel and payroll systems and; knowledge of business process analysis and improvement at the broad organization level.
Education and/or Experience:
Bachelors Degree in Business administration Public and or School Administration or equivalent field with substantial concentration in school accounting finance and budget and at least five years increasingly challenging work experience in budgeting is required. A CPA license or MBA is preferred.
