Hennepin Countys Transportation Operation department is seeking a Senior Engineering Technician to join the Asset Management division team. This position will work as part of a team to deliver asset condition inspection reports and assist in updating GIS (Geographic Information System)mapping/data for all Transportation Operations projects. Engineering Technicians participate in developing operating and maintaining a safe and effective highway system throughout Hennepin County.
Location and hours:
This position is hybrid and will be performed both onsite at the Hennepin County Public Works Facility at 1600 Prairie Drive in Medina Minnesota 55340 (there is no public transportation to this facility) and in the field or remote as job duties require. The ability to travel around Hennepin County to conduct field work and attend meetings is required. A reliable internet connection is required to complete work tasks through a secure VPN connection. Work hours will be Monday through Friday between 6 a.m. to 6 p.m. with some flexibility. While this position is designated as hybrid based on current requirements hires must reside in Minnesota or Wisconsin.
Collect pavement condition data and process using International Cybernetics Drive/Connect software and ArcGIS. Duties include summer field collection and post processing in the fall.
Collect drainage assets and project data in the field using a Trimble Catalyst and ArcGIS FieldMaps.
Develop GIS maps and web GIS dashboards maintain data for internal and external stakeholders for Operationsfunded projects including pavement preservation candidates contract drainage projects and various map requests from other divisions.
Assist in maintaining data in the pavement management software including updating yearly pavement project information calculation of area changes and performing quality control data checks on the pavement data.
Assist in analyzing and compiling data for annual reporting documents using Microsoft Excel or PowerBI ArcGIS or other data analysis software.
Conduct field inspections for assets including railroad crossings culverts within the MS4 permit boundary and other assets as appropriate. Assist in other field work as needed.
Need to have:
One of the following:
Five years or more of experience in technical nonprofessional highway land survey geographic information systems application orrelated engineering work including specialized experience in the function performed. Note:One of the following may be substituted for one year of the required experience:
Completion of an approved highway/civil engineering technology or land surveying training program.
30 college semester credits or more in mathematics geography computer science or engineeringrelated technical courses.
Current Certified Survey Technician (CST) Level 3.
Walk on uneven terrain; bend and stoop; work outdoors in all types of weather conditions and lift items weighing up to 60 pounds with or without reasonable accommodation.
Work at a desk for extended periods of time when not in the field.
Nice to have:
Experience with:
Using complex computer software such as PowerBI ArcGIS Online and ArcGIS Pro ArcGIS Field Applications CAD Microsoft Office Suite Asset Management software or other related software/programs.
Directing a work team and/or coordinating work with other functional groups/disciplines.
Using roadway construction plans and agreements to ensure data accuracy in an asset management system.
Maintaining data in an asset management system.
Conducting data quality assurance (QA) and quality control (QC) checks on data.
Collecting data in an outdoor environment and processing the data for decision making purposes.
Collecting pavement data using a roadway profiler vehicle and processing the data.
Ability to:
Read and interpret roadway construction plans agreements MnDOT specifications or other jobrelated forms.
Communicate using visual verbal and written methods.
Direct a work team or coordinate work with intradepartmental groups.
Schedule prioritize and balance several tasks or projects.
Establish and maintain respectful and effective working relationships with contractors public agencies other technicians and professional staff.
Knowledge of:
Basic math functions such as arithmetic algebra and geometry.
The transportation industry or an interest in understanding it.
Data management practices.
