Job Description

TERMS OF EMPLOYMENT:

Student Hearing Officer position is a 10.25month (210 days) teacher contract plus benefits package. NOTE: Precise placement within the salary range will be determined on experience. FLSA: NonExempt.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

A masters degree or higher from an accredited institution with a valid Arkansas Educators License is required. Arkansas certification as a Building Level Administrator (Principal) is preferred. A minimum of three years of teaching experience in public education is required. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

Job Description:

Position is responsible for serving in an official capacity to conduct Administrative Discipline Hearings both for LongTerm Suspension and Expulsion and facilitate Behavior Monitoring Plan meetings. The Hearing Officer will complete the necessary reports before and after each hearing/meeting. Position is to assist the Assistant Superintendent of School Performance for Network I which includes but is not limited to planning developing implementing and monitoring divisionwide student support efforts for alternative learning environments.

Assist in providing leadership and coordination in creating alternative nontraditional educational behavioral and social programs and school safety initiatives for the District. Serve as the district Hearing Officer overseeing the District hearing process for all students recommended for expulsion and/or alternative placement. Coordinate the readmission process for expelled students.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements of duties and responsibilities are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be an exhaustive list of all duties and responsibilities required of all personnel within this position.

  1. Ensures the expulsion hearing process is conducted according to Board policy.
  2. Supports the development of behavior support and transition plans working to ensure a prompt and thorough process for all parties.
  3. Reviews discipline cases and appeals to ensure quality assurance of documentation submitted including due process measures special education eligibility and other division policy and procedure.
  4. Partners proactively with school administrators on disciplinary issues to identify and engage alternative support programs and resolutions that minimize student suspension and expulsion and focus on the individual circumstances.
  5. Maintains flexibility to ensure the schedule of hearings within legal timelines.
  6. Renders a decision on each case and communicates all decisions in writing to the parties involved.
  7. Prepares and forwards a statement of the administrative position if the decision is appealed to the School Board.
  8. Responds to school leaders family and staff inquiries regarding hearing decisions.
  9. Demonstrates knowledge of the Federal State and School Board policies and regulations regarding student conduct and appropriate disciplinary action.
  10. Demonstrates an understanding of the Little Rock School District procedures for hearings.
  11. Maintains a high level of confidentiality.
  12. Conducts professional learning when needed for school leaders and personnel in the area of student discipline and student services.
  13. Assists HALE Director/Principal with site visits for 612 students transitioning back to their home site.
  14. All other duties as assigned by the immediate supervisor and/or the Superintendent.

Mental Functions Physical Requirements and Working Conditions:

While performing the duties of this job the employee is regularly required to sit stand walk go up and down stairs operate foot and hand controls use a telephone and write. Occasionally the employee must lift and/or move up to twenty (20) or more pounds. This position requires accurate perceiving of sound near and far vision depth perception handling and working with educational materials and/or objects and providing oral information. Must have the ability to work for the duration of the daily contracted period and to be physically present and at assigned work with only infrequent unexcused absences during the contract year. Additional technical skills knowledge and abilities may be recommended by the immediate supervisor and approved by the Human Resources Director.
