The Richmond District is seeking to fill Residency Administrator positions at our Ashland and South Hill Residencies. As a Residency Administrator you will safely lead the coordination integration and management of all transportation programs and operational resources within the geographical footprint of the Residency. The position will serve as the primary liaison for all communications with stakeholders constituents and local government officials to effectively communicate the agencys programs projects and goals to solve problems. Will work closely with District staff to develop solutions including project scopes reflecting the localities priority project needs assisting with Smart Scale prioritization process and development of the Secondary Six Year Plan priorities and program strategies.
Core Responsibilities for this role include:
Manage the Residency team to deliver programs and services to ensure internal and external customers are provided quality and professional service.
Manage land use fiscal inventory and budget to support the Districts Dashboard targets. Identify trends and project future needs through evaluation and analysis. Manage Maximum Employment Level (MEL) to ensure most effective use of budgets and resources.
Direct the Residency maintenance program delivery. Administer maintenance budgets and projects to accomplish program goals.
Build and maintain strong partnerships with stakeholders as Government Liaison. Represent VDOT district and residency perspectives and business needs to committees groups and public forums.
Lead promote and enhance the safety program in daily interactions with staff and through special events.
Manage all emergency response operations for the Residency to include oversight of training coordination planning and implementation of emergency action plans.
This position is designated as essential and as such all duties associated with the job are required during emergency situations which may include but are not limited to inclement weather disaster response and emergency operations. Performance of these duties may require work outside of normal business hours including nights weekends and holidays.

Minimum Qualifications
Experience applying transportation engineering principles and practices.
Experience applying federal and state rules regulations and policies as they relate to transportation.
Knowledge of financial and human resources management principles and practices.
Skill in maintaining effective relationships and building teams.
Skill in the use of computers and software applications.
Ability to communicate effectively both orally and in writing with internal and external stakeholders at all levels.
Ability to manage and direct the activities of largescale multifaceted public service operation to include budgeting prioritizing scheduling and problem solving.
Ability to lead people and get results through others.
Ability to work effectively with customers with multiple needs or interests to resolve issues and complaints.
Valid drivers license.
Additional Considerations
Valid Professional Engineers license desired.
Experience applying and interpreting federal and state transportation rules regulations and policies.
Experience in budget development and administration.
Experience building and maintaining relationships with diverse stakeholders.
Progressively responsible experience managing others.
A combination of training experience or education in Civil Engineering Public Administration or a related field desired.

VDOT utilizes a marketbased pay program which has been approved by DHRM. Therefore advertised rates of pay may or may not align with the Commonwealth pay bands.
