Job Description

Introduction

The City of Milwaukee Parking Services works to provideconvenience to residents and visitors by updating parking meter technology andpayment options and providing shortterm and longterm parking in structureslots and streets.

Purpose

The Parking Services Manager oversees all administrative andfield operations for the City of Milwaukees Department of Public Works (DPW)Operations Division Parking Services Section including Citywide parkingenforcement parking structures parking lots the Citys Tow Lot and thebudgeting and finance of a 45milliondollar program.

Essential Functions

Parking Administration

  • Administer the Citys onstreet and offstreet parking operations including enforcement the information desk tow lot structures and lots and meters.
  • Administer associated permits and contracts for parking operations including the citation processing/collections contract.
  • Prepare bid documents contracts request for proposal (RFPs) and parking studies.
  • Administer and direct budget preparations and management for parkingrelated operations.
  • Monitor the sections financial management including accounts payable and receivable.
  • Evaluate research and implement technological improvements related to onand offstreet parking structures and parking lots.

Public Relations

  • Analyze and draft city ordinances resolutions and state legislation related to City parking towing meters permits and parking enforcement.
  • Conducts interviews with media outlets.
  • Testify before Common Council Committees and state legislative committees.
  • Prepare press releases public service announcements and educational brochures related to City parking towing meters permits and parking enforcement.
  • Collaborate with multiple agencies toward transportation mobility and parkingrelated goals including Complete Streets

Staff Management and Professional Development

  • Supervise train mentor and develop employees.
  • Coordinate Parking Services staff to meet desired customer service levels including responding to emergency operations.
  • Remain current on best practices related to parking structures and lot operations.
  • Recommend management and process improvements that serve the Citys best interests.
  • Act as snow and ice control operations administrator
  • Respond to open records requests.

Conditions of Employment

The Parking Services Manager must be willing and able to dothe following:

  • Be on call beyond standard business hours to respond to various emergencies including working extended hours weekends and holidays to accommodate snow and ice control operations.
  • Respond to emergency callouts and report within 60 minutes or fewer at any time during the day or night any day of the week for snow and ice control operations and other emergencies.
  • Lift or move up to 10 pounds of force occasionally.

Minimum Requirements

1. Bachelors degree in business management publicadministration or a related field from an accredited college or university.

2. Five years of professional experience overseeingadministrative and field operations in a large complex organization.

3. Possession of a valid drivers license at the time ofappointment and throughout employment.

4. Good driving record at the time of appointment andthroughout employment.

Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

  • PTMP (Parking Transportation and Mobility professionals) designation.
  • Masters degree in business administration public administration or a related field.
  • Parking/mobility or transportation industry supervision/management experience.
  • Project management experience.

  • Knowledge of and ability to stay current on advanced parking equipment and technology.
  • Knowledge of transportation policy parking ordinances and public safety.
  • Knowledge of public administration and general business practices.
  • Knowledge of contracts accounting and budgeting.
  • Knowledge of project management principles and the ability to coordinate projects.
  • Knowledge of standard computer applications such as word processing spreadsheets and email.
  • Ability to read and interpret jobrelated documents such as ordinances and technical material.
  • Ability to maintain detailed and accurate records.

  • Written communication skills to write correspondence reports and other documents that are thorough clear wellcrafted and errorfree.
  • Verbal communication skills to effectively present information and respond to questions from the public other agencies and elected officials with tact and diplomacy.
  • Ability to work cooperatively and effectively with individuals whose backgrounds may differ from ones own.
  • Customer service skills to effectively work with internal and external stakeholders including the public.

Management

  • Knowledge of leadership principles and best practices for selecting supervising and motivating employees.
  • Ability to plan and coordinate the work of others.
  • Ability to manage coach and train staff to accomplish goals and to develop professionally.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully are valued for their strengths and feel that they can safely express themselves.

Current Salary

The current salary range (Pay Range 1KX) is$101495$127413and the resident incentive salary for City of Milwaukee residents is$104540$131235.Appointmentabove the minimum is possible based on experience and other qualifications andis subject to approval.
