About the Role: This position will lead a team ofLoopBiosolids project and program managers. You will develop annual work plans assign staff work and participate in program budgeting. You will serve as primary contact for the Biosolids Program on internal efforts and external stakeholder groups and present information to the general public customers regulators elected officials and the media. You will troubleshoot issues and provide leadership and coordination on long term program issues and strategies. You will serve as an expert in beneficially using biosolids from operational technical and regulatory perspectives.
King County WTD reuses 100% of its Loop biosolids beneficially. It is one of WTDs high profile programs with operational regulatory and scientific research elements as well as a strong customer base. You will lead a group of professional and highly experienced staff and work with a diverse range of stakeholders including treatment plant staff truckers farmers foresters gardeners scientists regulators and internal leadership. The Lead role will be the first point of contact and face for the Loop Biosolids Program and lead a wellestablished program through the next era of diversifying customers new capital projects and emerging regulations. This position performs work remotely and onsite.
About the Team: The Resource Recovery Unit of Wastewater Treatment Division (WTD) strives to bring valuable resources technology and sound business practices together to deliver products and programs that inspire our customers to be part of an environmentally sustainable future.
The Renewable Products & Services workgroup is part of the Resource Recovery Unit in King County WTDs Operations and Maintenance Section and includes the Recycled Water and Biosolids Programs. This position would serve in the Biosolids Program. Biosolids are organic matter that our treatment plants recover from untreated wastewater. Once biosolids leave the treatment plants it is known by our product name Loop. For over 40 years our forest and farm customers across Washington have used Loop to enrich their soil for improved tree growth and more robust crops. Loop is one of WTDs best products and its our job to ensure it reaches customers and that we continue to distribute it for beneficial use keeping biosolids out of landfills. Participate in development implementation and monitoring of Biosolids Program operating budget and capital program budgets. Communicate and coordinate with program staff and supervisor on budget requests.
Develop annual work plan and priorities for Biosolids Program monitor staff workloads and assign work to program staff recommendations for program development and provide input on unit business plan.
Assist supervisor with personnel matters including hiring processes performance evaluations leave requests staff professional development and lead succession planning for program managers.
Conduct regular checkins with all program staff gain familiarity with all aspects of the Biosolids Program including operations capital projects and regulatory; coordinate backup to other staff when they are unavailable.
Serve as primary contact for Biosolids Program on internal coordination including Fleet Services Resource Recovery Supervisors/Leads crossdivision efforts such as capital delivery projects.
Serve as primary contact for Biosolids Program on external stakeholder groups including representing King County for Northwest Biosolids and ABBA/WEF.
Provide leadership and coordination on longterm program strategy and programwide issues and projects including efforts to diversify our beneficial use portfolio through development of biosolids compost product and other strategies new site development and programwide operational issues (e.g. storage fleet permitting).
Communicate emerging issues to supervisor and staff and develop strategies to address them.
Develop and present information to a variety of internal and external audiences act as liaison for the program to potential customers existing customers general public state and local agencies regulators elected officials and the media.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
Experience in the use of biosolids or similar products gained through managing advising or regulating landbased projects.
Experience in program management including developing and managing project scopes schedules budgets and contract.
Experience in leading teams for complex projects or programs.
Education or experience in a field of environmental science natural resources agricultural science or other relevant discipline.
Demonstrated ability to develop and maintain effective working relationships with diverse populations for example peers managers external experts regulators citizens customers or community organizations.
Experience in environmental compliance sampling data collection data analysis.
Skill with Microsoft Office (Word Excel PowerPoint etc.) in preparing documents reports presentations spreadsheets and analyzing data.
License Requirements:
Washington State Driving License or consistent reliable transportation.
It Would Be Great if You Also Bring:
Knowledge of best management practices for land application of biosolids.
Experience with Washingtons Statewide General Permit for Biosolids including ability to develop appropriate plans for land application and environmental monitoring.
Knowledge of physical and chemical interactions between biosolids soils surface water and groundwater.
Knowledge of agriculture and/or silviculture practices.
Knowledge of wastewater treatment processes organics recycling and current industry trends.
Experience with product development and/or marketing.

Working Conditions:
Remote and Onsite Work Details:Employees in this role work remotely from a home location with onsite reporting requirements typically 4 times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104). This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work.
Remote Work Location Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
Work Schedule:This fulltime position works a 40hour work week with flexible schedules. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
