This recruitment is open to King County employees and the general public.

The applicant pool created may be used to fill additional career service vacancies through August 31 2025 at the discretion of the hiring authority.

TheDepartment of Human Resources (DHR)seeks twoSenior Human Resources (Sr HR) Analyststo join the Talent Acquisition team. This is an exciting opportunity for a seasoned HR professional who is passionate about talent acquisition training and data. The Talent Acquisition team provides support to the 16K employees through collaboration with 19 separate (internal) Human Resource agencies. Reporting to the Talent Team Supervisor the successful candidates will leverage their knowledge and experience in collaboration with agencies to ensure that we have standardized recruitment and selection practices that are candidate friendly efficient and conducted with an equity lens.

You will cocreate solutions and tools that meet their needs. Job Duties

  • Champion invest and engage in our commitment to equity consistently and intentionally modeling King Countys values and True North incorporating them into daily work.
  • Utilize substantial knowledge of compliance and best practices in recruiting screening assessing and selecting individuals for public sector positions provide guidance support and direction to HR staff and others.
  • Promote King County as an Employer of Choice by being knowledgeable about the overarching goals of the County DHRs Human Resources Services Delivery Division (HRSDD) the associated HRSDD workgroup(s) the benefits of being a King County Employee and general knowledge about the area and the benefits of living and working in the Pacific Northwest.
  • Provide consultation support and training as it relates to the recruitment practices workflows information tools and resources.
  • Evaluate existing tools systems practices and procedures to identify potential barriers that may impact potential job seekers or HR practitioners.
  • Manage and perform fullcycle recruitment processes for complex roles and/or senior management.
  • Continually monitor market conditions as related to talent needs across the County.
  • Other duties as assigned which may include development and execution of staffing and recruiting strategies identification of solutions to talent shortages and engaging with and sourcing applicants through online social media community events and contacts and networking events.

Experience Qualifications Knowledge Skills

Knowledge of:

  • Human resources principles practices legal environment and trends specifically as related to recruitment and selection
  • Principles practices and techniques of the following as relevant to recruitment and selection:
    • Public sector employment including staffing workforce planning budgeting and authority
    • Classification and compensation
    • Employee benefits programs practices and laws
    • Labor contract negotiation and collective bargaining agreements

Skill in:
  • Data analysis and application in workforce planning and talent acquisition activities:
    • Ability to gather data and conduct complex analysis of information
    • Identify gaps and potential solutions to increase equity in activities and outcomes
    • Effectively present statistical and narrative information to all audiences
  • Training curriculum development and delivery
  • Problemsolving consensus gathering and decision making
  • Interpreting explaining and applying pertinent laws rules regulations policies guidelines
  • Providing effective and legally defensible consultation and recommendations on a full range of issues in the area of talent acquisition

Required qualifications:
  • Bachelors degree in business administration Human Resources or a related field (and)
  • Four years of increasingly responsible professionallevel talent acquisition experience in a public sector role that includes:
    • Independently conducting multi phased fullcycle recruitment/selection processes across a broad spectrum of disciplines
    • Ability to develop and deliver of training
    • Navigating in a complex labor environment (multiple bargaining units)

  • Any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position.

Ideal and/or desirable qualifications include:
  • Strong proficiency with NEOGOV Insight and the ability to conduct complex system data analysis and reconciliation.
  • Developed and delivered NEOGOV Insight training to HR professionals.

Supplemental Information

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtimeeligible. Employees are paid on a biweekly schedule every other Thursday comprising a 40hour workweek normally 8:00 a.m.5:00 p.m. Monday through Friday.

Teleworking Requirement:
The work associated with this position will be performed through telework onsite work and meetings.Frequency of onsite work will vary based on business and operational needs.The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksiteto respond to workplace reporting requirements.
