Job Description

Overview

Nakupuna Consulting is looking for an Operations & Training Manager who will be responsible for conducting physical security operations for the Pentagon Force Protection Agencys (PFPA) security screening mission and for overseeing the employee training program.

Responsibilities

The following reflects managements definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time.

  • Coordinate and manage the daytoday CBRN mail and parcel screening operations at the PFPA Security Screening Facility under the guidance of the Project Manager and the Government clients program representative; supervise up to 15 employees; resolve conflicts with tact and diplomacy to maintain a harmonious team environment.
  • Strictly adhere to processes outlined in the PFPA standard operating procedure (SOP) manuals; closely monitor mail screening staff to ensure compliance with SOPs; provide onthespot guidance when necessary.
  • Maintain a working knowledge of hazardous material response procedures; initiate and follow proper procedures during incident responses; conduct regular training to ensure personnel readiness during emergency responses.
  • Ensure jobsite safety in accordance with Occupational Health and Safety Administration (OSHA) regulations; enforce regulations outlined in the medical and respiratory protection programs; conduct job hazard analyses and risk assessments; perform fit tests for personal protective equipment (PPE); perform preventative maintenance on PPE.
  • Utilize the Washington Headquarters Services (WHS) Enterprise Tracking System (ETS) to create package records research and correct existing package records assist customers with locating and retrieving parcels and troubleshoot problems with personal digital assistants (PDAs).
  • Draft and update SOP manuals for government approval; advise and train employees on SOP content and content changes.
  • Assess and report physical security issues to the Project Manager and government representative; initiate corrective action when appropriate; ensure facility physical security at the end of each day.
  • Contribute information and recommendations to strategic plans; prepare and complete action plans; determine system improvements and implement approved changes.
  • Review daily reports for accuracy and transmit to government personnel; prepare daily chain of custody reports for screening samples; conduct quality assurance checks on screening samples; ensure transfer of screening samples to government personnel.
  • Update maintain and report on quality assurance and operational metrics.
  • Prepare biweekly duty rosters for employees; conduct daily checks to ensure completion of duty roster assignments.
  • Accomplish human resources objectives by communicating job expectations enforcing company policies and procedures and counseling employees; provide input to complete annual performance evaluations; assist with employee performance improvement plans.
  • Assist with conducting interviews and onboarding new employees; issue equipment to new employees; update and maintain an employee database.
  • Act as Project Manager when needed.

Qualifications

Skills/Qualifications:

Excellent verbal and writing skills (experience writing SOPs and training manual desired) advanced knowledge of Microsoft Office Suite organizational and planning skills strong leadership ability excellent communication and problemsolving skills attention to detail and accuracy solid judgment and decisionmaking ability ability to work in a high stress environment proactive thinking and initiative adaptability.

Education/Experience:

  • High School Diploma required
  • Associates degree in emergency management preferred
  • Minimum three (3) years of experience working as an operations manager in a CBRNE security screening operation required
  • Experience applying CBRNE concepts including reacting to and mitigating hazards in a negatively pressurized environment required.
  • Developing and implementing training programs and overseeing staff compliance to include personnel decontamination procedures required.
  • Experience performing maintenance on personnel protective equipment to include powered airpurifying respirator systems (PAPRS) required.
  • Writing and updating technical SOPs required.
  • Strong customer service and client relations experience required.
  • Experience leading and managing teams of people from diverse backgrounds required.

Certifications:

  • Emergency Medical Responder (EMR) Emergency Medical Technician (EMT) or Paramedic certified. Acceptable alternatives to EMR EMT or Paramedic include completion of the Armys Combat Medic Course Navys Corpsman Course or Air Force Aerospace Medical Service Technician Course preferred.
  • HAZMAT Awareness Certificate (or equivalent) required.
  • HAZMAT Operations Certificate (or equivalent) required.

Clearance Requirements: This position requires an active Secret security clearance. Must be a U.S. Citizen.

Physical Requirements: In addition to the skills and qualifications mentioned above candidates must at a minimum be able to meet the following requirements:

  • Undergo an OSHA Respirator Medical Clearance examination andbe determined physically capable of completing job requirements.
  • Ability to wear Personal Protective Equipment (PPE) including OSHA Level C protective ensembles (compliant with 29 CFR 1910.132) for up to eight hours per day.
  • Ability to wear a fivepound Powered Air Purifying Respirator (PAPR) (compliant with 29 CFR 1910.134) for extended periods of time while conducting daily operations without risk of respiratory distress due to a prior medical condition.
  • Ability to wear a halfface or fullface respirator with particulate filters.
  • This position requires employees to be clean shaven in order to utilize respiratory protection equipment no exceptions.
  • Ability to work in close proximity to xray machines (similar to those used by TSA).
  • Ability to use stairs without assistance.
  • Ability to engage in and follow audible communications in emergency situations.
